Mechanical IDIQ Solicitation-129AC720Q0050 Questions and Answers as of 4/24/2020

1. Can personnel specified in Section 18 of the solicitation be dual-hatted? For example, can the on-site representative also be the work foreman? Can the quality inspection also serve as an equipment operator or laborer when not involved in quality inspections?

Yes, if they are qualified and have the experience to conduct both

2. What are the minimum equipment requirements, if any, related to horsepower, type of masticating attachments, cutting widths?

Must be capable to meet requirements of masticated piece size and size of material to be masticated.

3. Can the government provide a description of “crushing brush” and provide an example of the type of equipment needed?

Pictures below demonstrate what the crushed brush looks like after treatment; one picture shows a string of the brush prior to treatment. This link describes different types of equipment.

4. Is work permitted on weekends?

It will depend on the Task Order as some NEPA requirements restrict operations on weekends.

5. Is there a maximum ground pressure rating for tracked equipment?

No. But compaction will be monitored and if damage to the soils is evident, work may be stopped.

6. When submitting the proposal, are you required to submit pricing on the task orders included with this solicitation?

You must submit pricing on at least one task order project in order to be considered for an IDIQ contract award.

7. I was considering submitting a proposal for this solicitation. The solicitation notice said that the purpose of this solicitation was to establish a list of contractors, up to 10 for fuels management projects in Northern California. In order to be considered for award will I need to bid on the initial task orders that were included in the solicitation? Will my inclusion on the list of contractors be evaluated on my proposal for the initial task order. I assume that if not awarded any initial task orders that my firm could still receive an award and be considered for future projects?

This solicitation is being utilized to establish a group of pre-qualified contractors, up to 10 for these initial task orders and for future task order projects. The initial task orders will be awarded and used for evaluation of Factor 3 of the evaluation criteria in the solicitation.

8. Are the project sites accessible?

The project sites on the task orders are accessible at lower elevations, mud and snow may be encountered at higher elevations.

9. Is there a pre-bid meeting?

No, there will not be a pre-quote meeting.

10. Is diesel fuel allowed to be stored at the work area? If so, what is the maximum quantity and what spill containment is required?
