The “Submit Invoice-to” address for USDA orders is the Department of Treasury’s Invoice Processing Platform (IPP). All invoices shall be submitted via the electronic Invoice Processing Platform. Final Cleanup Before final acceptance, all areas occupied by the Contractor in connection with the work shall be cleaned of all contractor’s rubbish, excess materials, temporary structures, and equipment, and all parts of the work area shall be left in a neat and presentable condition.
Hazardous Substances: The contractor shall maintain all equipment operating on the project area in good repair and free of abnormal leakage of lubricants, fuel, coolants and hydraulic fluid. Contractor shall not service tractors, trucks, or other equipment on National Forest lands where servicing is likely to result in the pollution to soil or water. Contractor shall remove from National Forest lands all contaminated soil, vegetation, debris, vehicle oil filters (drained of free-flowing oil), batteries, oily rags and waste oil resulting from use, servicing, repair.
Prevention of Oil Spills: If the contractor maintains storage facilities for oil or oil products on the project area, Contractor shall take appropriate preventive measures to ensure that any spill of such oil or oil product does not enter any stream or other waters of the United States or any of the individual states.
Contractor shall notify appropriate agencies, including Contracting Officer, of all reportable (40 CFR 110) spills of oil or oil products on or in the vicinity of the project area that are caused by the contractors employees or contractor directly or indirectly as a result of contractors operations. Contractor will take whatever initial action may be safely accomplished to contain all spills.
Contractor shall notify the National Response Center and Contracting Officer of all releases of reportable quantities of hazardous substances on or in the vicinity of the project area that are caused by the contractors employees or the contractor, directly or indirectly, as a result of purchasers operations, in accordance with 40 CFR 302.
Contract Release Upon accepting final payment, this shall release the Government from any and all obligations arising under any issued task order.
Contractor Performance Assessment Reporting System (CPARS)
(a) General. This contract is subject to Federal Acquisition Regulations (FAR) requiring past performance evaluations to be completed and entered into the Contractor Performance Assessment Reporting System (CPARS).
(b) Contact Information. At the prework meeting, the name and email address of the Contractor Representative will be required.
(c) Assessment. Yearly an interim evaluation rating for this contract will be initiated by the Government in the CPARS system to measure performance under this contract. A final evaluation will be conducted at the contract expiration date. All task orders in excess of the Simplified Acquisition Threshold will also receive an individual evaluation in CPARS. The Contractor Representative will receive an auto-email from the CPARS system with instructions for responding to the evaluation.
