Task Order Statement of Work (SOW)

Date: February 2021 Task Name: OSAM-1 Ground System and Mission Operation Task No. 24 / Mod: 7 Task Monitor (TM): Redacted Contract number: NNG17CR69C Contract SOW Reference: Function 1 (Technology Development Services), Section L (Robotic Technology Services) and Section M (Autonomous Rendezvous and Docking Services)

I. Scope

a. Background –

The objective of the On-orbit Servicing, Assembly, and Manufacturing (OSAM)-1 Mission is to advance robot servicing of spacecraft and demonstrate in-space robotic manufacturing and assembly (IRMA). OSAM-1 will demonstrate the following five essential technologies: 1) autonomous rendezvous and capture, 2) tele-operated robots, 3) transfer of propellant to an operational spacecraft in Low Earth Orbit (LEO), 4) on-orbit assembly of an antenna assembly, and 5) on-orbit manufacturing of a beam.

The OSAM-1 Mission will launch in 2025 to provide client satellite refueling and life extension services. The OSAM-1 Mission consists of OSAM-1 Servicing Vehicle (SV), Launch Vehicle (LV), and OSAM-1 Ground Element (GE). The OSAM-1 Servicing Vehicle (SV) is the servicing spacecraft is the spacecraft that will rendezvous with, capture, and service the Landsat 7 satellite and perform in-space assembly and manufacturing.

The OSAM-1 Space Vehicle (SV) consists of a Servicing Payload, a SPIDER Payload, and a Spacecraft Bus (“Spacecraft”). The Spacecraft will provide standard operating services for the vehicle, including propulsion, attitude control, electric power, command and data handling (C&DH), communications, and thermal control. The Spacecraft also contains the supply tanks with transferable hydrazine for servicing Landsat 7. The Spacecraft design is based on the SSL 1300-series bus. The 1300 spacecraft has been flown for many years by MSI in Geosynchronous Earth Orbit (GEO) missions. The design is being modified and qualified for OSAM-1 LEO mission.

All deliverables and requirements must follow the guidelines in NNG17CR69C with no exceptions

The Launch Vehicle (LV) Element is the Expendable Launch Vehicle (ELV) and corresponding support services. Also contained in this element are the integration and processing facilities and support functions, including all SV specific Ground Support Equipment (GSE) and associated local ground control systems required.

The OSAM-1 Ground Element (GE) consists of the ground system and all mission control functions which interface with existing ground stations to communicate with the SV. The Ground Element will provide a mission operations center for the mission and establish communication networks between ground segments.

This Statement of Work (SOW) specifies work to be done and services to be provided in support of the OSAM-1 Mission for the Ground Segment and Mission Operations. This task provides support of all levels of OSAM-1 Mission system and subsystem engineering, technology development, system design, documentation, fabrication, integration and test for the ground system and mission operations. It is organized to match the OSAM-1 Work Breakdown Structure (WBS) Elements.

FY21/22 work covered under this task will focus on the SW development, deployment, test and verification of GE SW Builds 1&1.1 in the operational facilities. GE Software Build 2 will also be initiated this contract year. IT Security efforts will include artifact generation for Authority-to-Test (ATT) and Authority-to-Operate (ATO) approval. In addition, the contractor will lead SPIDER GS detailed design efforts, e.g., architecture, requirements, interfaces, and associated technologies necessary to support the delta GE CDR for the SPIDER ground systems/interfaces. Operations activities will include documentation and operational planning in preparation for the GE delta CDR, Mission CDR, Build 1 Ground Readiness Test efforts, and the Mission Operations Review (MOR), as well as preparation for and execution of the initial End-to-End test.
