About this file

Summary

This is a detailed technical specification document for tandem axle dump trucks to be procured by the Missouri Department of Transportation (MoDOT). The specification establishes comprehensive requirements for 45 to 65 dump trucks anticipated to be purchased under a bulk buy request for proposal, with all deliveries required by December 31, 2027. The vehicles must be turn-key, safe, efficient, and dependable units equipped for highway maintenance operations including material hauling, trailer towing, and operation of hydraulically operated attachments such as rotary brooms, sprayers, snowplows, and material spreaders. The dump trucks must include a 15-foot western-style dump body with a maximum struck capacity of 12 cubic yards, conventional cab design, tandem rear axle with lockable power divider, Allison 3000 automatic transmission, and an array of standardized and optional components ranging from heated windshields to multiple snowplow configurations and spreader systems. The specification details extensive cab and chassis requirements, body builder general requirements, hydraulic and electrical systems specifications, safety provisions including three points of contact on ladders and unobstructed operator vision, and corrosion mitigation measures appropriate for snow removal operations.

The contractor bears full responsibility for each delivered dump truck in its entirety, including compliance with all specifications, proper installation of all body builder components, and resolution of any sub-contractor or vendor issues. Cab and chassis manufacturers must provide minimum five-year or 150,000-mile warranties, while engine and aftertreatment manufacturers must provide seven-year or 150,000-mile warranties with unlimited engine hours. Snow removal equipment and body builder components receive the manufacturer's standard base warranty or 12 months, whichever is longer. Each dump truck must be delivered fully assembled, tested, and operational with all hydraulic and mechanical adjustments completed prior to delivery, and must be thoroughly pressure-washed before transfer to MoDOT. Delivery requires 24 hours advance notice and must occur between 8:00 a.m. and 3:00 p.m., Monday through Friday, with minimum fuel and diesel exhaust fluid levels maintained throughout delivery. MoDOT reserves the right to perform pre-delivery and post-delivery inspections at the final assembly point and at the receiving location, with contractors responsible for correcting any discrepancies or non-compliance issues at their expense before final acceptance and payment.
