All materials and mailto:Charles.R.Tanner@usace.army.mil mailto:James.R.Milner@usace.army.mil mailto:Jason.Almodovar@usace.army.mil workmanship will be manufactured and accomplished according to industry standards and specifications.
1. The Contractor shall prepare two (2) individual camping sites backing up to the river.
The sites shall be excavated and surfaced according to the following requirements:
Parameter Specification Details Site Dimensions 100 feet (length) x 20 feet (width) Main vehicle/RV parking pad area
Amenity Extension 25 feet x 25 feet Located off the back-right corner of each site (facing the rear/river) to house a fire ring and picnic table.
Excavation Depth 10 inches Contractor must excavate the entire footprint of each campsite pad (including the extension) to a uniform depth of 10 inches. Then apply road grade geo-textile fabric before introducing the foundation stone.
Foundation Base Structural Stone Base Install and compact a proper foundational stone base to support RV axle weights.
Finished Surface #9 Size Stone Top the completed stone base with #9 size stone to finish grade no more than 6 inches or less than 2 inches above the top-soil edge.
2. The Contractor shall construct an access drive. The length will be roughly 175 feet, but construction must follow the exact placement designated on the project map (Exhibit 1).
Parameter Specification Details Excavation Depth 10 inches Excavate the road entrance and designated pathways to a minimum depth of 10 inches. Then apply road grade geo-textile fabric before introducing the foundation stone.
Foundation Base Structural Stone Base Prior to surface application, install and compact a foundational stone base in accordance with KYTC specifications, selecting aggregate based on the subgrade soil type.
Where stable soil conditions are present, Dense Graded Aggregate (DGA) is sufficient; however, if the underlying soil is soft, wet, or clay-heavy, No. 2 or No. 3 stone must be used to establish a stable bridging lift. All base material must be placed and compacted in uniform lifts not exceeding 6 inches in loose depth to ensure maximum density and eliminate subgrade deflection.
Finished Surface Dense Grade Aggregate
(DGA)
The final driving surface must be capped with Dense Graded Aggregate (DGA), graded and compacted to an elevation between 2” and 4” above the surrounding soil grade.
This elevated profile ensures positive cross-slope drainage, allowing stormwater runoff to shed freely off the shoulders, preventing standing water, and deterring localized puddling on the driving lane.
Dimensions 175 Linear feet Total length of the drive is 175’ and the total width of the drive is no less than 20 feet or more than 22’,
3. The Contractor is responsible for installing water, electrical, and sewage systems in strict compliance with the project maps (Exhibit 1). The government will supply the RV pedestal boxes. The Contractor is responsible for mounting and wiring them. All other materials are Contractor-furnished.

Contractor must install two dedicated drain lines at the lowest points of the water supply system.
These drain lines must feature a brass ball valve inside an accessible, traffic-rated valve box surrounded by drainage gravel. The system must be configured to allow gravity draining and/or the connection of compressed air to completely blow out water from all lines.
Electrical System Component Requirement Installation Standards
Main Service
320/400 Amp Meter Base with dual 200 Amp Main Service Disconnect Panels.
Install a 320/400A continuous-duty meter base feeding two separate 200A main breaker disconnect panels. Panel 1 will be fully commissioned to power the current sites.
Panel 2 will be installed and pre-wired as a spare/future expansion panel. All work must comply with NEC and local utility standards.
Feeder Line Two (2) 100 Amp Breakers feeding wire routed inside protective conduit (Schedule 80 PVC above grade and under roadways / Schedule 40 below grade).
Feeders must be sized in accordance with NEC Article 551 (Recreational Vehicles and RV Parks) and Article 550 (Mobile Homes).
Service Location Built at the exact location designated by the Technical Point of Contact (TPOC).
The contractor must coordinate with the TPOC to mark all underground utility line routes prior to excavation.
