About this file
This is a labor category minimum requirements and vendor capabilities submission template for the Tactical Communications and Technical Investigative Comprehensive Solutions (TACTICS) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract being solicited by the Department of Homeland Security Office of Procurement Operations. The template requires offerors to acknowledge their capability to deliver labor meeting or exceeding government requirements across multiple labor categories organized into six TC2 subcategories: Radios, TechOps Systems, Operations & Services, Engineering, Service Based Systems, and General. Offerors must complete yellow-highlighted cells and select "Acknowledged" in column L to confirm possession of the ability to deliver labor that meets or exceeds specified education and experience requirements.
The document defines over 100 labor categories spanning levels I through IV, with education requirements ranging from high school diplomas to master's degrees and experience requirements from one to twelve years. Categories include project management positions (Business Analyst, Certified Project Manager, Program Manager), technical roles (RF Engineer, IT Systems Engineer, LMR Technician, Tower Climber/Inspector), specialized surveillance positions (Technical Surveillance Specialist, Edge Analytics Engineer, Concealment Design Engineer), administrative support (Logistics Analyst, Purchaser/Procurement Specialist), and operations roles (Computer-Aided Dispatcher, Spectrum Manager, Training Specialist). Each labor category specifies detailed education/experience equivalencies allowing tradeoffs between credentials, technical competencies required, and relevant certifications such as tower climbing training programs, professional engineering licenses, and Project Management Professional (PMP) credentials. This template is part of the TACTICS Draft RFP materials released for industry review and comment, with no formal proposals being evaluated at this stage.
