About this file

This is a Factor 1 evaluation workbook template for demonstrated prior experience submissions in response to the TACTICS (Tactical Communications and Technical Investigative Comprehensive Solutions) IDIQ RFP issued by the Department of Homeland Security.

Offerors must submit between two and three prior experience examples documenting relevant work performed under one selected Technical Category (TC) and Subcategory. Each example requires completion of 15 data fields including vendor name, role (prime/subcontractor/teaming partner), project title, alignment narrative (150-word maximum), contract/order number, total obligated dollar value, dollar value directly supporting the selected subcategory (minimum 51% alignment required), award type, government agency/entity, federal law enforcement status, agency point of contact information, and period of performance (completion date must be after the RFP issuance date plus three years). Available Technical Categories span TC 1 (covering radios, infrastructure, maritime/air, mobile command and control, satellite, collection/processing/dissemination, tactical devices, and intercept capabilities) and TC 2 (radios, TechOps systems, operations and support services, engineering, service-based systems, and general experience). The evaluation checklist establishes minimum disqualification thresholds: each example requires minimum $350,000 total obligation ($500,000 constitutes a strength), qualifying award types, and federal/state/local government experience. At least one example must demonstrate the offeror performing as prime contractor, and for satellite subcategory proposers, at least one example must demonstrate satellite services delivery representing 50% or more of total obligation. Missing information, incomplete cells, or worksheet modifications may result in proposal rejection.
