PRINCETON PLASMA PHYSICS LABORATORY

P.O. BOX 451

PRINCETON, N.J. 08543

609-243-2000

1.0 INTRODUCTION & SCOPE

1.1 INTRODUCTION

1.1.1 Princeton Plasma Physics Laboratory (PPPL) has developed a long-term initiative to make mission critical improvements to offices and lab facilities. These improvements are needed to support PPPL’s unique and distinct competencies and close existing capability gaps that support the laboratory programs. PPPL is initiating a project for the construction of small/medium bay labs, collaboration center and office space called the Princeton Plasma Innovation Center (PPIC). It would provide both office space and adaptable laboratory space for large-scale high-precision diagnostic and plasma facing component (PFC) research and development. The center would also provide world class computer visualization tools adjacent to remote participation space for real-time access to fusion research machines outside of PPPL. The new PPIC will result in:

a) Modern and reconfigurable experimental laboratory space to enable the U.S. to be a world leader in the development of new low-temperature-plasma technologies to foster economic competitiveness and the development of advanced plasma diagnostics and new fusion concepts.

b) Remote Experimental Research Center to provide the U.S. coordinated and efficient participation in ITER and other international experiments.

c) Computational Collaboration and Visualization Space to take full advantage of DOE investments in advanced computing and data science by more thoroughly and rapidly understanding results and implications from plasma simulations.

d) Modern Reconfigurable and Sustainable Office Space that addresses a significant portion of the current and projected space deficit.

1.1.2 The PPIC facility will provide an additional ~77,000 – 107,000 gross square feet of facility space at PPPL with a target estimate of 84,800 gsf. This new facility will deliver new small and medium bay labs, collaboration space, conference space and personnel offices. The conceptual design of this facility incorporates High Performance Sustainable Building standards to reduce energy consumption and is planning for LEED Gold certification.

1.2 SCOPE

1.2.1 The three phases of Subcontractor services for PPIC are summarized below:

a) The Subcontractor will initially perform Phase 1 Design Development in cooperation and collaboration with the PPIC Project team, the Construction Manager/General Contractor (CM/GC) and the Architect/Engineer (A/E) which are providing design and construction services under separate subcontracts with PPPL.

b) The subcontractor will then perform Phase 2 Construction & Acceptance Phase Commissioning in cooperation and collaboration with the PPIC Project team, the Construction Manager/General Contractor (CM/GC) and the Architect/Engineer (A/E) which are providing design and construction services under separate subcontracts with PPPL.

c) The subcontractor will then perform Phase 3 Warranty Phase Commissioning in cooperation and collaboration with the PPIC Project team, the Construction Manager/General Contractor (CM/GC) and the Architect/Engineer (A/E) which are providing design and construction services under separate subcontracts with PPPL.

1.2.2 The Subcontractor shall provide all Building Commissioning Service as described herein and as described in Specification Section 019113 “General Commissioning Requirements” and shall conform to applicable sections of the Incorporated Documents of the sample subcontract as directed by PPPL’s Technical Representative (PTR).

1.2.3 The Subcontractor, its officers, agents, employees, lower-tier subcontractors, consultants and any persons or entities for whom the Subcontractor is responsible, shall provide all services pursuant to the Subcontract in a manner consistent with the standard of care under New Jersey law applicable to those who specialize in providing such services for projects of the type, scope, and complexity of this Project.

1.2.4 It is PPPL's expectation that all parties will cooperate to achieve a successful outcome. The A/E, CM/GC and the Subcontractor shall work as a team to achieve successful completion of all Services.
