Wallops Flight Facility Chlorinator Upgrade SOW

NASA Wallops Flight Facility 34200 Fulton Street

Wallops Island, Virginia

1.0 STATEMENT OF WORK

Goddard Space Flight Center’s Wallops Flight Facility operates two public drinking water systems. A community waterworks located on the Main Base and a Non‐Transient, Non‐Community water system located on Wallops Island. Both systems utilize liquid sodium hypochlorite for disinfection and are currently operating with a single chlorine injection point to chlorinate raw well water prior to a ground‐ based water storage tank. The water systems are also coupled with extensive fire suppression systems and water age is an operational issue with the current chlorination systems. The current chlorination systems have also experienced several failures and require updating and renovation to eliminate failure points.

NASA is seeking services to design, obtain regulatory approval and permits, and provide installation and commissioning of equipment for improvements for a public drinking water systems.

The purpose of this project is to upgrade the existing chlorination station and chlorine monitoring equipment and install one additional chlorination station downstream of the ground storage tanks for the Wallops Main Base drinking water system. There is an additional bid option to upgrade the existing chlorination equipment for the Wallops Island drinking water system. The chlorination stations will facilitate the disinfection of water to ensure the delivery of safe drinking water to the public and help reduce the formation of disinfection byproducts through improvements to the chlorine dosing control.

1.1 [BASE BID ITEM 01] – MAIN BASE CHLORINATION SYSTEM

Base Bid shall include necessary services to provide replacement of chlorination equipment and installation of new chlorine injection station, including all necessary design and permitting for the

Wallops Flight Facility Main Base drinking water system.

1.1.1 Design and Permitting

Conduct a thorough assessment of the existing chlorination system(s) and identify suitable location for the new chlorination station located in existing NASA buildings.

Coordinate with the Virginia Department of Health for necessary meetings, permits and approvals.

Ensure compliance with applicable Virginia Waterworks Regulations and applicable codes and standards.

1.1.2 Replace existing dosing station

Install new Grundfos pre‐engineered duplex dosing skid or equal to include two digital diaphragm dosing pumps with stepper motors, remote start/stop, analog inputs, analog outputs, relay outputs, graphical display, flow control monitoring and switch control panel to replace existing chlorine dosing pump system.

Inspect and secure or replace all upstream and downstream chlorine dosing lines and remove abandoned components.

Install new (Tridium) field device for chlorine dosing systems monitoring and control to connect to existing building supervisory control device.

Provide Tridium programming for flow‐paced chlorine dosing using existing well flowmeter signal.

1.1.3 New secondary dosing station

Replace existing automatic chlorine analyzer system with new Hach Cl‐17s and SC4500 digital controller or equal.

Install new secondary Grundfos pre‐engineered duplex dosing skid or equal to include two digital diaphragm dosing pumps with stepper motors, remote start/stop, analog inputs, analog outputs, relay outputs, graphical display, flow control monitoring and switch control panel.

Connect secondary dosing to skid potable water system, to include necessary injection lines, injection quill, wafer static mixer and other appurtenances required to inject chlorine into water distribution system.

Provide means to dose chlorine based on chlorine analyzer residual readings for automatic and manual control.

1.1.4 Bulk chemical storage equipment

Install 55 gallon drum chlorine containment system to include portable ramp for material handling and secondary spill containment with integrated scale connected to NASA building automation system and local display.

Install new ventilation system in chlorine storage room complete to include replacement of existing exhaust fans with exterior mounted type fans. Replace existing door switches, timers, and signs. Install a new intake louver on the main base. Add new cooling only thermostats.

Replace all existing ductwork, control devices, and wiring. All devices inside the room shall be corrosive resistant.

Install new secondary spill containment with integrated scale with local display for existing zinc orthophosphate system.

1.1.5 Training and Commissioning

Perform witness testing, commissioning, and calibration of the chlorination station components.

Provide training and documentation on the operation and maintenance of the chlorination stations to the designated personnel.

Purchase for government pump service kit for each installed chlorine pump.

Attend follow up meeting after 3 months of operation to evaluate system operation for commissioning closeout.

1.2 [ADDITIVE ALTERNATE ITEM 02] – ISLAND CHLORINATION SYSTEM

Additive Bid Item 02 shall include necessary services to provide the following requirements for the

Wallops Flight Facility Island drinking water system. Virginia Department of Health permitting process will not be required for the Wallops Island Chlorination System equipment installation.

1.2.1 Replace existing dosing station

Install new Grundfos pre‐engineered duplex dosing skid or equal to include two digital diaphragm dosing pumps with stepper motors, remote start/stop, analog inputs, analog outputs, relay outputs, graphical display, flow control monitoring and switch control panel to replace existing chlorine dosing pump system.

Connect dosing skid to existing (Johnson Controls) building supervisory control device to provide monitoring, alarming, and control.

Provide programming for flow‐paced chlorine dosing using existing well flowmeter signals.

Inspect and secure or replace all upstream and downstream chlorine dosing lines and remove abandoned components.

1.2.2 Bulk chemical storage equipment

Install 55 gallon drum chlorine containment system to include portable ramp for material handling and secondary spill containment with integrated scale connected to NASA building automation system and local display.

2.0 Design and Permitting

Provide necessary items, as defined by the Virginia Department of Health during the preliminary engineering conference. Follow all applicable codes and regulations, including AWWA standards, Virginia Department of Environmental Quality regulations, and NASA standards.

3.0 Reviews and Meetings

3.1.1 Kick‐Off Meeting

The Contractor shall coordinate and conduct a Kick‐off meeting within two (2) weeks following contract award. The contractor should plan for a virtual Kickoff Meeting through Microsoft Teams. The meeting will be used for introductions, a Statement of Work review, development of an action plan to enable completion of tasks to meet the project milestones, and any other general discussions. The Contractor shall submit Kick‐off meeting minutes within two (2) business days following the Kick‐off meeting via the submittal process to include a summary of the discussions and action items.

3.1.2 Preliminary Engineering Conference

The Contractor shall participate in a Preliminary Engineering Conference with the Virginia Department of

Health to establish submittal requirements and procedures, including requirements for a Preliminary

Engineering Review. Requirements identified in conference to include preliminary and final plans, specifications, meetings, permit issuance, field inspections, completion statements.

3.1.3 Post Preliminary Engineering Review (PER) Conference

The Contractor shall participate in a Post PER‐review conference with Virginia Department of Health to discuss submitted preliminary design, schedule, submittals and

3.1.4 Design Review Meetings

The Contractor shall coordinate and conduct design review meetings for all design deliverables. The contractor should plan for virtual design review meetings through Microsoft Teams. The Contractor shall review previous meeting minutes at each design review. These reviews will be scheduled at a mutually agreed upon time no later than two (2) weeks following the applicable milestone date. The project team will review the design deliverables prior to the design review meeting. The Contractor shall submit the design review meeting minutes, including a summary of the discussions and action items, within two (2) business days following the design review.

3.1.5 Initial Training and Commissioning

The contractor shall conduct onsite training to designated personnel for all aspects of system operation, including calibration, adjustments, and troubleshooting and provide troubleshooting assistance during commissioning period as necessary.

3.1.6 Commissioning closeout meeting

The contractor shall attend a follow up meeting 90 days after operation begins to evaluate system performance in maintaining chlorine residuals in the water distribution system.

4.0 SAFETY AND SECURITY

The Contractor shall submit for approval by the government a safety plan prior to any work conducted.

Contractor shall assure that any job hazards are identified and discussed in a job hazard analysis prior conducting the associated work.

5.0 GEOGRAPHICAL LOCATION REQUIREMENT

This project is in response to regulatory violations with the Virginia Department of Health related to chlorine residual control and is a critical aspect to the functioning of the potable water system.

Contractor must be located within a 1 hour travel distance to Wallops Flight Facility to allow for prompt support during commissioning and warranty periods.
