About this file

This document is a PowerPoint presentation for an optional Pre-Quote Conference for a Telecommunications Expense Management System (TEMS) hosted procurement by the State of New Jersey, solicitation number T2902 (Project 25DPP01183). The conference provides procedural guidance for potential vendors interested in submitting quotes for the project, with Q&A submissions due by 2 PM on 07/22/2025 and final quotes due by 2 PM on 09/09/2025. The presentation outlines the bid solicitation process, covering sections such as submission requirements, quote evaluation, contract terms, and data security requirements, and serves as a platform for potential vendors to understand submission protocols and potentially form partnerships, including opportunities for small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses.

The presentation emphasizes strict compliance with bid submission guidelines, warning that quotes may be deemed non-responsive for formatting errors, incomplete price sheets, or unauthorized modifications. Vendors must submit quotes exclusively through NJSTART and adhere to specific instructions, such as completing all price lines, using the exact State-Supplied Price Sheet format, and avoiding additional language or assumptions. The procurement is not a Waiver or Delegated Purchasing Authority (DPA) procurement, and vendors are advised to review all documents carefully, submit questions before the deadline, and ensure all mandatory requirements are addressed to maximize their technical evaluation score.

The State-Supplied Price Sheet must be completed in its entirety with no lines added or removed, or include additional language, assumptions or fees.

Do not make formatting changes to the State-Supplied Price Sheet. If the price line requires a dollar amount, don’t change it to a percentage, or vice versa. If the price line includes 2 decimal places, don’t change the settings to allow 4 decimals.

Confirm that you have completed all tabs on the State-Supplied Price Sheet.

Confirm you have completed the proper version of the State-Supplied Price Sheet; it may have been revised via Bid Amendment.

Submitting a State-Supplied Price Sheet in a format other than the supplied Excel document can lead to a price sheet being deemed non-responsive when the information in a cell cannot be confirmed by the Bureau.
