About this file

This document is a Bid Amendment for a state contract issued by the New Jersey Department of the Treasury's Division of Purchase and Property. The procurement (Bid Solicitation #25DPP01191) seeks Original Equipment Manufacturer (OEM) automotive parts and accessories for light duty vehicles across ten vehicle manufacturers, including General Motors, Chevrolet, Ford, Dodge/RAM, Jeep, Chrysler, Toyota, Nissan, Isuzu, and Honda. The contract covers vehicles classified as Class 4 or lower with a gross vehicle weight rating of 15,000 pounds or less. The quote submission deadline is August 20, 2025, at 2:00 p.m. Eastern Time, with a base contract term of four years and potential extensions up to three additional years. The solicitation will serve three geographical regions (North, Central, and South) with the potential to award up to four contractors per region and manufacturer.

The procurement requires bidders to be OEM authorized dealers and provide a firm, fixed percentage discount or markup from the manufacturer's latest retail price list. Contractors must submit quarterly sales reports and remit a 1% Procurement Efficiency Program Fee on all purchases. Vendors will be required to upload a catalog to the NJSTART Marketplace within 30 calendar days of contract execution. The contract is not designated as a Small Business or Disabled Veteran-Owned Business set-aside, and non-OEM or aftermarket parts are explicitly excluded. Bidders must provide comprehensive documentation, including the Bidder Data Form, which requires details about past contract experiences, performance history, and potential risks. The amendment includes clarifications on PDF document access, quote submission requirements, and specific guidelines for part returns and emergency deliveries.

5
State-Supplied Price Sheet

Question: Do I have to complete all of the required fields on the State-Supplied Price Sheet for each price line bid?

Answer: Yes.

6
Scope of Work,

Bid Solicitation Section 4

Definitions, Bid Solicitation Section 9.2

Question: Elliott Auto Supply Co Inc. d/b/a Factory Motor Parts is an authorized OEM ACDelco and Motorcraft distributor. Can you please clarify if the Chevy/GM ACDelco and Ford Motorcraft are accepted?

Answer: ACDelco and Motorcraft brand parts shall not be offered as part of the General Motors (Price Line 1), Chevrolet (Price Line 2) and Ford (Price Line 3) Brand price lines for this procurement. These specific ACDelco and Motorcraft brands are included in T2761 - Non-OEM Automotive Parts and Accessories for Light Duty Vehicles (Class 4 or Lower, 15,000 lb.). This procurement is solely for OEM automotive parts for light duty vehicles.

Section 4 (Scope of Work) of the Bid Solicitation states, in pertinent part:

“The parts specified herein must be provided by an OEM authorized dealer; non-OEM parts or aftermarket parts are not a part of this Bid Solicitation.”

Additionally Section 9.2 (Definitions) of the Bid Solicitation states, in pertinent part:

“OEM (Original Equipment Manufacturer) Parts - OEM parts are new or OEM remanufactured parts, which are designed, manufactured and/or approved by the vehicle manufacturers listed in Bid Solicitation Sections 1.1 and 4.1 and supplied by its dealer/distribution network for use in its vehicles. Ford OEM parts, for example, are the parts designed, manufactured and/or approved by Ford Motor Co. and supplied by its dealer/ distribution network for use in its vehicles.”

Significant Bid Solicitation Changes and Additional Bid Solicitation Information,

Bid Solicitation Section 1.2.1

State-Supplied Price Sheet Instructions, Bid Solicitation Section 3.36, Step 3

Price Evaluation, Bid Solicitation Section 8.9.2

Question: Is the discount considered off retail and is the markup from cost? Or, is everything retail price?

Answer: The percentage discount or markup bid must apply to the OEM brand manufacturer’s latest retail price list. Bidders must not base its percentage discount or markup bid on a cost price list.

Section 1.2.1 Significant Bid Solicitation Changes and Additional Bid Solicitation Information of the Bid Solicitation states, in pertinent part:

“The current Bid Solicitation requires Bidders to provide a percentage discount or markup based on the brand manufacturer’s latest retail price list. The State will not accept any other price list types, such as wholesale, jobber, invoice, etc. “.(emphasis added)

Additionally, Section 3.36, Step 3 State Supplied Price Sheet Instructions of the Bid Solicitation states, in pertinent part:

“The Bidder shall insert a firm, fixed percentage (%) discount or mark-up from the brand manufacturer’s latest retail price list, by entering the percentage discount or mark-up bid in the "Percentage (%) Discount (-) or Mark-Up (+)” field on the price line on the State-Supplied Price Sheet. A Bidder's entry in the "Percentage (%) Discount (-) or Mark-Up (+)” field shall be considered a percentage (%). For example, an entry of "50" shall be considered "50%" and that of "0.50" shall be considered "0.50%".” (emphasis added)

Additionally, Section 8.9.2 Price Evaluation of the Bid Solicitation states:

“For evaluation purposes, Bidders Quotes will be ranked based on price, from the highest percentage discount or lowest percentage markup bid based on the brand manufacturer’s latest retail price list for the brand bid.” (emphasis added)

8
State Supplied Price Sheet Instructions,

Bid Solicitation Section 3.36 Question: Each vehicle brand manufacturer's Retail Price List contains, for each part number, an entry for DEALER COST and an entry for LIST (or "retail") PRICE. Please confirm that the percentage discount or markup offered by a bidder shall be applied to the DEALER COST column in the Retail Price List. This is important because the relationship between DEALER COST and LIST PRICE is not consistent across all part numbers offered by a given manufacturer.

Note: This question has been paraphrased in the interest of readability and clarity.

Answer: Based on the specific instance provided above, the percentage discount or markup offered by the Bidder shall be applied to the manufacturer’s List Price column on the manufacturer’s latest retail price list, not the Dealer Cost.

Please see the answer to Question #7, above, for more information.

9
Scope of Work,

Bid Solicitation Section 4

Definitions, Bid Solicitation Section 9.2

Question: Please confirm that bidders must be capable of supplying the FULL LINE of OEM parts offered by each manufacturer, not merely a small subset such as ACDelco or Motorcraft branded parts. General Motors currently offers 363,911 active part numbers: Ford offers 329,872. Only full-line authorized dealers, not 'warehouse distributors', are able to supply the entire range of parts. It seems that ACDelco and Motorcraft warehouse distributors should instead participate in Contract T2761.

Note: This question has been paraphrased in the interest of readability and clarity.

Answer: Bidders providing a Quote as a result of this Bid Solicitation must be capable of supplying the full line of OEM parts offered by the brand manufacturer for the brand manufacturer price line bid. Based on the example above, the Bidder/Contractor must provide the full line of automotive parts offered - 363,911 active parts for General Motors and 329,872 for Ford – as part of any contract awarded.

As stated in Question #6 above, ACDelco and Motorcraft are not considered OEM automotive parts and must not be offered as part of this

10
Time limit for Return of New, Unused parts
Question: The bid documents seem to be silent on this subject. The industry standard time limit for the return of new, re-saleable, unneeded parts is 30 calendar days from date of order. Is this agreeable to the State under the current solicitation?

Note: This question has been paraphrased in the interest of readability and clarity.

Answer: The Bid Solicitation and State-Supplied Price Sheet have been updated to include Emergency Deliveries, Restocking Fees and Return Shipping Charges, and specifically outlines the procedure and timeframe for the return of any ordered parts.

Section 4.3.2.1 has been added to the Bid Solicitation and Price Line 11 has been added to the State-Supplied Price Sheet.

Please see the revised Bid Solicitation titled: “T2760 25DPP01191 Revised Bid Solicitation 8.1.25” and the revised State-Supplied Price Sheet titled: “T2760 25DPP01191 Revised State-Supplied Price Sheet 8.1.25”.

11
Procurement Efficiency Program,

Bid Solicitation Section 5.11 Question: We anticipate that this requirement will result in additional costs related to the preparation, validation & submission of the mandated quarterly reports in addition to the expense of the quarterly payment to Periscope by the bidder of 1% of total net sales. Can you please clarify how these quarterly payments are to be made? Company check? ACH? Is there a specified format for the required quarterly reports?

Note: This question has been paraphrased in the interest of readability and clarity.

Answer: Information regarding the State’s Performance Efficiency Program (PEP) can be found at the link below:

https://njstart.info/vendors

Once on that page, please click on “NJSTART PEP Vendor Resources”. Then choose the heading titled “Reconciler Supplier Reporting & Payment Overview”. This document gives a detailed overview on how to submit reports and payments.

As specified in the above link, payment can be made by ACH/EFT or check via first class mail or overnight mail.
