About this file

This is a Bid Amendment #5 issued by the New Jersey Department of the Treasury, Division of Purchase and Property, for Bid Solicitation #25DPP01187 (T2505S) regarding Consulting Services for NJDOT Non-Infrastructure Research. The amendment extends the quote submission deadline from December 30, 2025, to January 21, 2026, at 2:00 p.m. Eastern Time. An optional pre-quote conference was held on October 6, 2025, with confirmed attendance from five firms: TAMD Management, LLC; Cambridge Systematics, Inc.; Greenman-Pedersen, Inc.; Dewberry Engineers, Inc.; and Jerome M. Lutin, PhD, LLC. The solicitation seeks consulting services for non-infrastructure research projects with an anticipated scope of four to eight research projects annually, ranging from full-year studies to rapid research initiatives lasting less than six months. The contract base term extends from the effective date through February 28, 2029, with potential two-year extensions available.

All other terms, conditions, and instructions of the original Bid Solicitation remain unchanged by this amendment. Bidders are responsible for reviewing all bid amendments, modifications, and clarifications relative to the solicitation and New Jersey Standard Terms and Conditions. The procurement requires vendors to submit comprehensive documentation including technical quotes, sample case studies, ownership disclosures, subcontractor utilization plans, and pricing on a state-supplied price sheet. Evaluation will focus on technical qualifications and execution capability, with bidders required to submit pricing for all eight specified labor categories (ranging from Assistant Engineer to Chief Engineer) to be considered responsive. The solicitation includes a 5% pricing preference for small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses, and pricing will be evaluated using a weighted consumption/market basket model with all-inclusive hourly rates subject to potential annual adjustments across the four contract years.
