About this file

This is a Questions and Answers document related to an RFQ issued by the New York State Office of Mental Health for Pest Elimination Services at New York City Children's Center across three campuses (Queens, Brooklyn, and Bronx). The scope of work encompasses integrated pest management inspections and services delivered twice weekly during mutually agreed times between 7:00 a.m. and 6:00 p.m., Monday through Friday, across 817,057 square feet in nine buildings. Services are divided into Group I (routine detection and elimination of rodents, rats, cockroaches, ants, spiders, and other arthropods) and Group II (occasional invader pests including bees, wasps, fleas, bed bugs, carpenter ants, birds, snakes, and termites on an as-requested basis). An optional site visit was scheduled for September 10, 2026, with separate time slots for each campus. Written questions were due September 17, 2026, with responses provided on September 24, 2026. Quote submissions were due October 1, 2026, by 3:00 p.m. The contract term runs from November 1, 2026, through October 31, 2029 (three years).

Pricing must be submitted separately for Group I and Group II services, plus time-and-material rates for special requests and emergency services, with award based on lowest cost, reasonableness of price, and justification for vendor selection. Contractors must hold a current Pesticide Business Registration License from the New York State Department of Environmental Conservation and EPA certifications in Category 7a (Structural and Rodent Control) and 7f (Food Processing), with all technicians holding New York State commercial pesticide applicator certification and at least one year of recent full-time experience in professional pest elimination within a secure healthcare setting. Compliance with prevailing wage requirements (PRC# 2026900376) and maintenance of current workers' compensation, disability benefits, and general liability insurance are mandatory. Minority/Women Business Enterprise (MWBE) contracting goals are 16% MBE and 14% WBE, with a Service-Disabled Veteran-Owned Business (SDVOB) goal of 6%. No incumbent was identified, and no businesses were awarded substantially similar contracts within the past five years. New York State Finance Law Sections 139-j and 139-k procurement lobbying restrictions apply to this solicitation.

Questions and Answers

# Question Answer

1.

Service Visit Frequency vs. Daily Trap Inspection Requirements: The Scope of Work requires vendors to visit each campus twice weekly for Group I routine services.

However, the Rodent Elimination section specifies that snap traps/glue boards must be checked daily and trapped rodents disposed of within 24 hours. Could OMH please clarify if routine vendor visits are strictly twice weekly, or if daily on-site visits are required for trap monitoring?

1. It’s strictly twice weekly, if there’s anything caught on traps, staff here will remove. There’s no need for exterminators to come on days they’re not required to come on (their set day).

2.

Standard & Small Business Payment Terms: The RFQ specifies that payments will be processed electronically through the NYS Office of the State Comptroller (OSC). Please clarify the standard payment terms (e.g., Net 30) and whether eligible NYS Small Businesses qualify for expedited 15-day payment terms under NYS Prompt Payment rules.

Please see the link for any clarifications about Standard & Small Business Payment Terms: NYS Vendors | Business Services Center.

3.

Why is it that the last contract was only 1 year?

OMH determines term lengths based on evolving facility needs.

4.

Are there any severe pest infestations in the buildings?

There is no infestation at any of our locations.

5. Will service require an escort? Yes, the exterminator is always escorted by staff.

6.

Can you attach all required documents in the response?

Yes, please see the attached RFQ and Budget Table. Also please note that all the required documents can be found on the NYS Contract Reporter.
