About this file
This document is a Bid Amendment to a State of New Jersey procurement for the acquisition and installation of equipment for marked/unmarked police vehicles and prisoner transport vehicles. The procurement is being conducted by the State of New Jersey Department of the Treasury Division of Purchase and Property Procurement Bureau. It covers multiple bid amendments, with the latest amendment revising the quote submission due date to June 14, 2023. The solicitation includes a small business enterprise (SBE) and disabled veteran-owned business (DVOB) price preference of up to 15% above the lowest non-SBE or non-DVOB bid. The procurement consists of two groups - Group 1 and Group 2 - each with multiple price lines that bidders must bid on in full to be considered responsive for that group. There are also several individual price lines that bidders may bid on selectively. The contract term is not provided.
The amendment addresses various clarifications and revisions to the technical specifications, including requirements for specific Whelen brand products and accessories. It also provides guidance on the SBE/DVOB preference, manufacturer certification, and the handling of defective using agency-supplied equipment. Pricing adjustments may be considered during the contract term, and the state reserves the right to not allow substitutions to the specified products.

Question: What justification is the State using to not allow equal or better products?
Answer: The brands and products specified in the Bid Solicitation have been thoroughly reviewed, tested and pre-qualified by the State Police as meeting their specific needs and applications. The State requires consistency and continuity among the brand and product numbers for ease in maintenance, repair and parts availability. By having all Bidders bid the same brand and model numbers, it also creates an equal and level playing field when it comes to providing a firm, fixed price for the bundle. There can be no ambiguity as to what the Quote pricing is based on.
