About this file

This is a Pre-Quote Conference PowerPoint presentation for the State of New Jersey's procurement of Voice Communications Network Services (Solicitation T1297, Reference 26DPP01242). The presentation outlines procedural requirements for vendors interested in submitting quotes for this opportunity. Questions and exceptions to the standard terms and conditions must be submitted electronically through the Q&A tab by 2:00 p.m. on December 19, 2025. Quotes are due by 2:00 p.m. on February 19, 2026, and must be submitted exclusively through the NJSTART procurement portal; quotes cannot be emailed, faxed, or hand-delivered. The conference is optional but serves as an opportunity for vendors to clarify procedural matters, form partnerships, and connect with small, women-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses. The presentation emphasizes that procedural questions will be addressed during the conference, while substantive questions regarding the scope of work and required services must be submitted through the electronic Q&A system.

The presentation provides critical guidance on quote submission requirements, particularly regarding completion of the State-Supplied Price Sheet, which must be submitted in its entirety without blank lines, formatting changes, or additional language. Vendors must indicate "no charge" for zero-cost items and maintain all specified decimal places and dollar or percentage formats as originally provided. The bid solicitation structure includes sections covering introduction, pre-quote submission information, quote submission requirements, scope of work, general contract terms, data security requirements, modifications to standard terms and conditions, and evaluation criteria. Vendors are cautioned that additional language reserving rights, establishing quote validity periods, or imposing conditions may render quotes non-responsive. All documentation is available through NJSTART, and vendors must maintain current contact information in the system. NJSTART vendor support is available Monday through Friday from 8:30 a.m. to 4:30 p.m. at (609) 341-3500 or njstart@treas.nj.gov.
