Summary of Bid Amendment #2 for T1297 Voice Communications Network Services
This is Bid Amendment #2 issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property, for Bid Solicitation #26DPP01242 T1297 Voice Communications Network Services. The amendment revises multiple sections of the original bid solicitation, including updates to the Purpose and Intent, Price List and Catalog requirements, State-Supplied Price Sheet instructions, Analog Business Line Service specifications, ISDN Primary Rate Interface (PRI) Trunks requirements, newly added Labor Rates section, Billing Technical Requirements, Maintenance Process Requirements, and a new Grandfathering of Legacy Services provision. The original quote submission deadline of February 19, 2026, at 2:00 p.m. Eastern Time has been revised to March 5, 2026, at 2:00 p.m. Eastern Time. A second electronic Question and Answer period will be conducted on February 3, 2026, at 2:00 p.m. Eastern Time, limited to questions regarding the revisions in the amended solicitation and the revised State-Supplied Price Sheet. The base contract term is three years with potential extensions of up to two additional years with no single extension exceeding one year, subject to mutual written consent at the same or more favorable rates.
The amendment includes responses to 76 questions submitted during the first Question and Answer period, clarifying requirements related to quote submission procedures, technical and price documentation, small business subcontracting utilization (with no mandatory percentage), service performance within the United States, and numerous proposed modifications to standard terms and conditions. The State consistently declined vendor-proposed exceptions to the New Jersey Standard Terms and Conditions, stating that terms must remain consistent across all potential bidders. All quotes must be submitted electronically through NJSTART. Key clarifications address acceptance of alternative solutions for analog business lines and ISDN services (including wireless and IP-based alternatives), quarterly zero-usage reporting for services, after-hours trouble reporting via automated systems, and updated labor rate submissions. The solicitation does not involve a small business set-aside for the overall contract but requires good faith efforts to utilize New Jersey Small Business Enterprises if subcontractors are used. The contract is 100% funded by the State, and the successful contractor must maintain professional liability insurance of at least $1,000,000 per occurrence and remit a one percent Procurement Efficiency Program Fee on all purchases.
