About this file

This is Bid Amendment #1 to Bid Solicitation #26DPP01318 issued by the New Jersey Department of the Treasury, Division of Purchase and Property, for printing Universal and Junk Title Forms for the New Jersey Motor Vehicle Commission. The amendment announces a revised quote submission due date of August 28, 2026 at 2:00 p.m. Eastern Time, extended from the original August 7, 2026 deadline. The solicitation covers two form types: NJMVC Form SS-1 (Universal Title Forms) in six volume tiers ranging from 500,000 to 2,000,000 units, and NJMVC Form SS-3 (Junk Title Forms) in five volume tiers ranging from 50,000 to 1,000,000 units. Historical data indicates three-year combined totals of 9,372,791 Universal Title Forms and 26,000 Junk Title Forms. An optional pre-quote conference was held on July 2, 2026 via Microsoft Teams with one firm in attendance (RR Donnelley). The amendment reopens the question-and-answer portal until August 11, 2026 at 2:00 p.m. EST for questions related to the revisions only.

The amendment adds three sample attachments to the bid solicitation: Sample Universal Title Form (Front and Back) and Sample Junk Title Form. Key revisions include clarification that all quotes must be submitted electronically through NJSTART and a new requirement that the contractor update the Chief's signature on documents at no cost to the NJMVC upon request without disrupting service. The State confirmed it will accept equivalent AAMVA-1 compliant Level 1, Level 2, and Level 3 security features that provide comparable or enhanced security compared to current specifications. Bidders are encouraged to prepare submissions weeks in advance and verify their NJSTART profile access, which may take up to two weeks to process. All bidders are responsible for maintaining knowledge of all bid amendments and modifications to ensure compliance with submission requirements.

Section Reference Question (Bolded) and Answer

1
Quote Submission
Q: Please confirm a Bidder may deliver a hardcopy quote instead of submitting a response electronically.

A: Please be advised that all Quotes shall be submitted electronically through NJSTART.

2
Quote Submission
Q: Should I check that I have properly completed and attached all the required documents with my submitted Quote?

A: Yes. Prior to the Quote Opening Deadline, a Bidder should review the documents comprising the submitted Quote to ensure that all of the required documents have been completed and attached. Oftentimes a Quote is deemed non-responsive because a Bidder fails to attach a required form or attaches a blank form. To review a submitted Quote, a Bidder should log into NJSTART and review each document attached to the Quote submission. Instructions on how to review a submitted Quote can be found in the Quick Reference Guide entitled How to Review a Submitted Quote, which is available on the NJSTART Vendor Support Page under Vendor Reference Guides.

3
Quote Submission
Q: What should bidders do to ensure they can submit a quote, and how can they get help if they encounter issues with their NJSTART profile?

A: Bidders are encouraged to begin preparing their bid weeks ahead of the due date. Bidders are also urged to check their NJSTART profile promptly to confirm that their account is accessible and that all forms are current. Access to the NJSTART profile is required to submit a Quote.

The Division anticipates that it may take up to two weeks to process a Bidder’s request for access to their NJSTART profile from the date the request is submitted. Vendors needing help to access their company’s NJSTART profile/account should use the following link: NJSTART Vendor Support Portal.

4
PDF Documents
Q: When trying to open a Portable Document Format (PDF), I am receiving an error message and am unable to access the PDF. How should I proceed?

A: It is recommended that users utilize Microsoft Edge to view PDFs. Certain PDF forms cannot be opened in the Chrome or Firefox built in PDF viewers that are enabled by default. If using Chrome or Firefox it is recommended that the file is downloaded instead by clicking the download button in the upper right-hand corner of the browser after an error message is received. An alternative option is to disable the built in PDF viewers in Chrome or Firefox.

5
Exceptions
Q: Will the State allow Bidders to take exception to any of the Standard Terms and Conditions?

A: As stated in Bid Solicitation Section 2.2, Exceptions to the State of NJ Standard Terms and Conditions (SSTC): “Questions regarding the State of New Jersey Standard Terms and Conditions and exceptions to mandatory requirements MUST be posed during the Electronic Question and Answer period and shall contain the Bidder’s suggested changes and the reason(s) for the suggested change(s).” Moreover, as stated in Bid Solicitation Section 3.11, Bidder proposed terms or conditions that conflict with those contained in the State of New Jersey Standard Terms and Conditions may render a Quote non-responsive.

6
Section 4.1,

General Requirements Q: The Solicitation identifies the ordering quantity tiers but does not provide estimated annual usage. Could the State provide the historical annual quantities ordered for both the Universal Title Forms (SS-1) and Junk Title Forms (SS-3) for the past three years?

A: While the State is not able to provide annual quantities of Universal and Junk Title Forms ordered for the last three years, the following quantities are combined totals for Universal and Junk Title Forms ordered in the past three years:

· Universal Title Forms (SS-1) Three (3) year total: 9,372,791

· Junk Title Forms (SS-3) Three (3) year total: 26,000

7
Section 4.2,

Title Specifications and Security Features Q: Will the State accept equivalent AAMVA-compliant Level 1, Level 2, and Level 3 security features that provide comparable or enhanced security, even if they differ from the security features currently incorporated into the existing forms?

A: Yes, the State will accept the equivalent AAMVA-1 compliant Level 1, Level 2, and Level 3 security features.

8
Section 4.2,

Titles Specifications and Security Features / Section 4.4, Printing Q: To assist bidders in evaluating the specifications and preparing accurate quotations, would the State be willing to provide an electronic image (PDF) of the Universal Title Form (SS-1) and Junk Title Form (SS-3)? If security policies prohibit electronic distribution, would the State consider providing a VOID printed sample of each form for review?

A: Please be advised that the Revised Bid Solicitation includes the addition of the following attachments in reference to Universal and Junk Title Form Samples:

· T1049 Attachment # 5 – Sample Universal Title Form (Front) 8.6.26;

· T1049 Attachment # 6 – Sample Universal Title Form (Back) 8.6.26;
