About this file
This is a pre-quote conference PowerPoint presentation for the New Jersey Division of Purchase and Property regarding solicitation T1049 for printing universal and junk title forms for the Motor Vehicle Commission. The solicitation requests printing services for two form types: Universal Title Forms (NJMVC FORM SS-1) and Junk Title Forms (NJMVC FORM SS-3) in various volume tiers ranging from 50,000 to 2,000,000 units. The conference was held to address procedural and quote submission requirements only, with substantive questions regarding the scope of work to be submitted through the Q&A tab in NJSTART by the deadline of 2:00 PM on July 9, 2026. Quotes must be submitted through the NJSTART e-procurement portal by 2:00 PM on August 7, 2026, and will not be accepted after this date and time. The presentation emphasized that bidders must be registered in NJSTART with current contact information to receive notifications and submit proposals.
The pricing structure includes two groups on the state-supplied price sheet: Group 1 (price lines 1–11) requiring firm fixed all-inclusive unit prices per thousand units for both form types, with optional alternative delivery schedules, and Group 2 (price lines 12–22) requesting benchmark paper pricing per hundredweight and pounds required for production. Bidders must complete all required price lines without modifications, formatting changes, or additional language; failure to do so may result in quotes being deemed non-responsive. The presentation provided detailed guidance on common pricing sheet pitfalls, submission requirements, and prohibited practices such as adding conditional language, reserving rights to modify terms, or stating quote validity periods. All uploaded files must be compatible with Microsoft Office or Adobe software, and bidders were advised to submit quotes well before the deadline to avoid technical difficulties.

PRICE SHEET PITFALLS
Complete all required price lines on the State-Supplied Price Sheet pursuant to the Bid Solicitation instructions or Quote may be deemed non-responsive. Indicate “no charge” if the cost is $0. Do not leave any price line blank.
The State-Supplied Price Sheet must be completed in its entirety with no lines added or removed, or include additional language, assumptions or fees.
Do not make formatting changes to the State-Supplied Price Sheet. If the price line requires a dollar amount, don’t change it to a percentage, or vice versa. If the price line includes 2 decimal places, don’t change the settings to allow 4 decimals.
Confirm that you have completed all tabs on the State-Supplied Price Sheet.
Confirm you have completed the proper version of the State-Supplied Price Sheet; it may have been revised via Bid Amendment.
Submitting a State-Supplied Price Sheet in a format other than the supplied Excel document can lead to a price sheet being deemed non-responsive when the information in a cell cannot be confirmed by the Bureau.
The following is a list of Price Sheet Pitfalls:
Please, make sure all required price lines have been completed on the Price Sheet, or the Quote may be deemed non-responsive. If the cost is $0, indicate “no charge”. Do not leave any price lines blank.
*Click* Do not make any changes to formatting on the Price Sheet, including language and the addition or removal of price lines.
Confirm that the Price Sheet you’ve completed is the proper version as it may have been revised on NJSTART.
*Click* Please note that after the Q&A period, answers will be posted via Amendment in NJSTART, and if necessary, a revised Bid Solicitation or price sheets will be posted as well. Please make sure your firm is filling out and submitting the latest version of the price sheet, and that you are taking into account all the changes in the Bid Solicitation, if there are any.

HELPFUL TIPS & REMINDERS
Review Bid Solicitation in its entirety and submit any questions prior to the deadline including exceptions to the SSTC. Updated documents will be posted in NJSTART and should be reviewed as posted.
Submit Quotes on time addressing all mandatory requirements (designated by “shall”) including forms. Quotes missing mandatory requirements may be deemed non-responsive. Not submitting requested information (“should”) may impact the technical evaluation score.
When submitting a Quote through NJSTART, do not use any symbols (i.e., #, @, $, &, *) in the filename as this may prevent the Quote from being properly uploaded. Uploaded files must be compatible with Microsoft Office and/or Adobe software applications. DO NOT UPLOAD files with extensions such as .zip, .numbers, or .pages.
Be advised that this is NOT a Waiver or Delegated Purchasing Authority (“DPA”) procurement. The Quote may not be emailed, faxed, or hand-delivered. The Quote may only be submitted through NJSTART.
Do not select “No Bid” on the NJSTART “General Tab” unless you are not intending to submit a bid. Your bid will not appear in the Bid Tab if this option is selected.
These are some Helpful Tips & Reminders:
Please make sure to review the Bid Solicitation in its entirety and submit any questions before the deadline. Any revisions to documents will be posted on NJSTART for public viewing.
*Click* Do not use any symbols when submitting a Quote through NJSTART as files may not upload properly.
*Click* Also, Make sure to submit Quotes on time, meeting all mandatory requirements including forms, or the Quote may be deemed non-responsive. Again, please note that where the text says that a Bidder should do something, it is strongly recommended. If the text says shall or must, it is a mandatory requirement. Failure to do something that is a ‘shall’ or must can result in your Quote being deemed non-responsive.
*Click* Please note that this is Not a waiver or for DPA (Delegated purchasing authority)and should be submitted only through NJSTART. Please don’t select ‘No Bid’ on the NJSTART General Tab unless you will not be submitting a bid.
Finally, the Price Sheet must be completed in its entirety, to the specifications noted in the Bid Solicitation’s Price Sheet Instructions, with no lines added or removed, or additional language or fees referenced.

OTHER HELPFUL TIPS
Examples of additional language may deem a quote non-responsive:
Vendor accepts all terms and conditions of this Bid Solicitation with the following additional language: Section X - Agree, as it applies to changes that impact administrative fees as outlined in this provision, provided that Vendor reserves the right to modify Contracted Terms based on changes by the State.
Vendor’s Quote is only valid for XX days.
Vendor reserves the right to charge additional fees for services that require extensive time and effort.
This Quote is a nonbinding expression of interest only and is not intended to create a binding commitment on either party unless and until a definitive agreement has been executed between the parties.
This Quote may include statements regarding plans for future products and services, or future versions of existing products and services. Any such statements are provided solely for your general information and are not part of this Quote unless specifically stated in writing in this Quote.
Here are some other helpful tips.
Unless it was previously addressed in the Q&A period, do not submit any terms and conditions that contradict or attempt to add or modify the terms and conditions of the Bid Solicitation.
*Click* Do not state that your Bid is only valid for a certain number of days or mention any fees that were not included in the Price Sheet.
*Click* Do not state that your Quote is non-binding and is only an expression of interest;
*Click* Do not mention future products or services.
Basically, if we didn’t request or require it, and it wasn’t addressed during Q&A, Please DO NOT INCLUDE IT WITH YOUR QUOTE! Doing any of these things may result in your Quote being deemed non-responsive.
