About this file

This document is a Bid Amendment for Bid Solicitation #25DPP01177 issued by the New Jersey Department of the Treasury, Division of Purchase and Property, concerning a partial reprocurement of portion-controlled food items for Distribution and Support Services (DSS). The solicitation seeks competitive quotes for 20 individual food portion items across four groups (jellies, salad dressings, condiments, and table syrups) with an additional Parmesan cheese line item. The bid is scheduled for quote submission on September 3, 2025, with a base contract term of four years and potential extensions up to three additional years. The estimated total order quantity is approximately 226,640 cases, with bidders required to quote on all price lines within a selected group to be considered responsive.

Pricing will be evaluated based on the lowest total price for each group, with provisions for potential price adjustments after contract award upon justification and documentation. Contractors must adhere to strict delivery guidelines, including packaging standards and ensuring products have at least two-thirds of their total shelf life remaining upon delivery. The procurement will be administered through the NJSTART eProcurement system, with successful contractors subject to quarterly sales reporting and a 1% Procurement Efficiency Program Fee. Bidders must complete comprehensive procurement forms, including ownership disclosures and compliance certifications, with potential consequences for incomplete or false submissions including contract default, suspension, or debarment from future state bidding opportunities.
