Material unidentified or presumed asbestos are common instances where bulk sampling and analysis is warranted. Presumed or suspect materials not identified by bulk analysis shall otherwise be considered and treated as asbestos throughout the project.

Results of the pre-alteration assessment shall be incorporated into the final project construction documents in the form of a list of asbestos materials; paragraphs 1.01(A)(2) and 1.01(A)(3) above, as http://www.wbdg.org/design/minimize_consumption.php http://www.wbdg.org/design/conserve_water.php http://www.wbdg.org/design/env_preferable_products.php http://www.wbdg.org/design/ieq.php http://www.wbdg.org/design/optimize_om.php http://www.epa.gov/cpg well as the asbestos abatement methods appropriate for these materials identified in this section. The pre-alteration assessment may follow ASTM E2356-10, but must at minimum confirm the exact types, locations and quantities of asbestos impacted by the project. GSA will furnish any existing survey or inventory of asbestos to assist in the assessment. However, the inspector must assume any such survey or inventory may not be fully accurate as applied to the project scope. The inspector shall collect and have analyzed bulk material samples wherever needed to verify the presence, quantity and type of asbestos for project purposes. Final asbestos project documents shall be prepared or reviewed by personnel trained and licensed as an Asbestos Project Design.

2.8.1.8 Fire Protection Life Safety

Except as otherwise indicated in referenced programming documents, fire protection and life Safety design requirements must comply with PBS-P100, Chapter 7. As provided in PBS-P100 Chapter 7, fire safety during construction must comply with the requirements in the IBC, IFC, and NFPA 241. NFPA 101 is the primary applicable standard regarding all egress requirements. NFPA 72 is the primary applicable standard regarding all fire alarm installation and NFPA 13 is the primary standard regarding all sprinkler installation. In cases where NFPA is silent on an issue, and IBC addresses the issue, the IBC requirement will apply. The DB Contractor registered fire protection engineer is required to be a full participant in the Project Delivery Team throughout the Design and Construction Stages of the project, and should be thoroughly familiar with PBS-P100.

For all projects involving fire protection engineering issues, the DB contractor shall have a Registered Fire Protection Engineer on the project team. A dialog must be established between the Design Team Fire Protection Engineer and the GSA Regional Fire Protection Engineer. The GSA Regional Fire Protection Engineer shall have the right to revise the specific requirements within PBS-P100, Chapter 7, based on a technical evaluation/analysis and the project’s specific need. The GSA Regional Fire Protection Engineer will serve as the Authority Having Jurisdiction (AHJ), and should be consulted regarding any code discrepancies or conflicts. Any such discrepancies or conflicts will be discussed with and decided by the GSA Regional Fire Protection Engineer.

In the event that a fire alarm or sprinkler system is to be placed out of service, a fire watch must be established. A fire watch serves as a means of minimizing the risk when fire protection systems are impaired. Whenever a fire protection system is impaired for any reason, the local fire department shall be notified immediately. When a fire protection system, or portion of a system, must be shut down for scheduled repairs or alterations the contractor is required to provide a fire watch at all times. For such impairments, the fire watch shall be in accordance with the GSA Fire Watch Guidelines (09-2007). The GSA Regional Fire Protection Engineer shall also be notified of any system impairment, or portion thereof that is impaired, the reason for the impairment and a point of contact. An approved fire watch shall be established for all areas left unprotected by the shutdown. A fire watch shall be initiated when a fire alarm or sprinkler system is out of service for more than 4 hours in a 24-hour period.
