Bennett Federal Bldg, Building Enclosure Repairs - Pre-proposal RFI Responses

Solicitation Number 47PE0721R0024, Amendment 001

RFI #

Question/Remark GSA Response

1 Please provide the thickness of the plaza’s existing structural slab. The slab appears to be 5 - 6" thick

Note 9 on RFP drawing A-105R (Option 3 Revised) requires “water test after membrane and termination work complete prior to installation of the pavers.” We just want to be certain that the scope of work is to place a new concrete slab over the waterproofing membrane and not to re-install or install pavers (existing pavers to be disposed of).

Option 3R includes a concrete slab in lieu of pavers.

Are the storefront windows at the plaza level to be modified the same as the windows and installed on new sills? We assume the doors within the storefront assembly shall remain as currently installed.

The storefront windows will also need to be modified.

Doors need to meet life safety and ADA codes.

Please confirm the finish of the new slab shall receive a broom finish with tooled edges and joints, and that no sealer or coating shall be applied.

Broom finish however there should be a clear sealer such as cure and seal.

Can the Government provide assumed bid quantities for brick replacement and brick joint repointing as units/joints in need of replacement/repair were difficult to ascertain from the site visit and offerors may have differing opinions of what needs to be addressed? Quantities of control joint sealants, window sealants, etc. are easier to determine based on the building drawings.

Proposals shall include 20SF of brick replacement and

1000LF of morter joint replacement in the base bid.

Provide a unit price for each for additional work if required.

Please confirm there is no Option work (i.e., joint sealants, repairs, etc.) envisioned for the mechanical room and enclosure at the roof level.

The option for joint sealant replacement includes the penthouse.

In reference to VI.B, (a) Factor 1 – Experience and Past Performance on Similar Projects, will the

Government revise the requirements for past projects, allowing projects completed within the past ten (10) years and cost at award of $500,000 or more?

Experience and Past Performance requirements will remain as outlined in the solicitation.

In reference to VI.B., (c) Factor 3 – Sub-Contracting Plan, can the Government clarify what constitutes performance of the contract? Does a prime contractor’s field management, project management, quality control, safety oversight, etc. count toward the requirement? Does only installation work count? Are bonds and markups for home office overhead and profit removed prior to the calculation? Please advise.

Performance includes all labor, management and supervision, QC, safety, equipment, transportation and any other general requirements expended to complete the contract requirements. Bonds, insurance and mark-ups may be included in the calculation, as long as they also apply to the sub-contracting calculations. Or they may be removed. Consistency in application between the prime and subs is the driver. The offeror must be able to substantiate the cost share.

Are the existing windows being modified rated for Miami-Dade County impact resistance and/or blast resistance (as per UFC AT/FP requirements)? If they do not, do the modifications have to meet either/both of these requirements?

The current rating is unknown. We are not going to upgrade at this time.

10 Please confirm that the precast planters shall remain in place during performance of the project.

Removal is not required by the government. However care must be taken to ensure there is no water penetration under or around it.

Does the scope of work include any repairs to finishes at the Ground Level based on past and continuing water infiltration?

Ground level and plaza level joint sealant is included in the base bid. No interior finish repairs are included in the scope of work.

RicJSochor Typewriter

Does the scope of work include sealing of brick (after repairs) at the Plaza or Ground Floor level, or are these walls properly-flashed, waterproofed cavity walls?

Sealing of bricks is not required.

Is the project exempt from sales/use tax? If so, will the Government provide documentation to the successful offeror to share in the exemption as stated in FAR 52.229-3 Federal, State, and Local Taxes?

Tax Exempt status varies by state. Contractors should consult with their accountant or state tax office. GSA will not be providing a tax exempt form or number.

Option 3R on page 7 of the Statement of Work item B states to “install a liquid membrane on existing deck membrane”. However, on page 51 of the Statement Of Work paragraph J line 3 it states “Install an elastomeric polyurethane or polymethyl methacrylate membrane onto the terrace floor slab” Can you clarify that we are to remove the old and install a new fully adhered, fluid applied, fabric reinforced system that meet the warranty requirements of the design intent? In modifying what is already a compromised loose laid system you will run into warranty liability issue and system performance issues that could be avoided by applying the new system to the structural deck. This will allow for a clean warranty and no chance for water to move laterally across the deck. With a concrete overburden there is no chance to correct any issues that might arise so the best chance for success is to start with a new system applied to a properly prepared structural deck.

Follow manufacturers requirements to obtain the warranty.

Should decorative concrete be included in this design, such as stamped concrete to provide an aesthetically pleasing design component to the finished product?

No. Broom finish only.

Can more days be added for option one? 30 days to recaulk, clean and reseal the entire structure is not realistic.

We will extend option 1 to 90 days

Page 51 under the Tests of Membrane System Installation calls out water and electronic testing. Can electronic leak detection be used solely to prove deck integrity if acceptable by coating manufacturer for warranty purposes?

Yes, if acceptable by coating manufacturer

Base Item 1b states:

b. Install a liquid membrane coating on existing deck membrane. (elastomeric polyurethane or methacrylate)

Q: Is a “liquid” membrane the only acceptable coating or would other sealing options of equal or greater warranty life span be considered?

Liquid membrane as specified is required.

Base Item 1d requests that the roof drains be replaced.

Q: Can an isometric diagram of the current system be made available for the estimating process?

Diagram not available.

Base Item 1f requests to remove all full height windows.

Q: A considerable cost savings to the customer could be achieved by only replacing the bottom sill plate and window pane with the curb as the rest of the glass appears to be in perfect condition. The window sealant could be replaced along with the rest of the buildings sealants. Is this an option that GSA would consider?

f. Remove all full height windows reinstall windows with a resized bottom lite to allow for the installation of a 12 inch concrete curb to support the window assembly above the potential water levels on the plaza deck.

21 Is the presence of lead or asbestosis anticipated? The presence of hazmat (lead, ACM) is not anticpated.
