About this file

This document is an amendment to a federal solicitation for water intrusion repairs at the Charles Bennett Federal Building in Jacksonville, Florida. The General Services Administration is seeking a firm fixed price design-build contract for repairs to address identified water intrusion points at the building's plaza level. Base bid work includes removing pavers and installing a liquid membrane coating on the existing deck, structural concrete, new floor drains, and resizing and reinstalling first floor windows to allow for water drainage. Additional work may be awarded through options, including replacing all remaining exterior sealants. The estimated value of the procurement is between $1-5 million. The acquisition is set aside for small businesses under NAICS code 236220. The amended solicitation extends the offer due date to June 14, 2021 but maintains the original site visit and response time.

Bennett Federal Building Pre Bid RFI Responses 6/8/21

Solicitation 47PE0721R0024, Amendment 002

Confirm that a manufacturer’s labor and material warranty is required for this project and not a warranty from the DB Contractor.

The intent of the verbiage on pg 39 is for the DB

Contractor (Design-builder) to provide the 10yr Mfr warranty on the membrane system. The standard 1 yr warranty for the DB contractor for all other work falls under the warranty of construction clause located in the separate document entitled "The Agreement (52.246-21

Warranty of Construction)".

Due to the 4” thickness of the new concrete, current code requires the placement of control joints every 10’ square throughout the terrace. When these control joints eventually do their job and crack, water will penetrate this crack and pond on the new liquid applied polyurethane layer. We reached out to the manufacturer of this product and they do not warrantee their product for standing water past 48 hours.

Most manufacturers will warrant horizontal waterproofing, versus roofing, on a dead flat substrate.

There are also IRMA roof drains that may solve this issue.

This is a design and specification challenge that will need to be addressed during design.

Within months the concrete will crack and GSA would again be left with water ponding between the 2 layers, unable to evaporate it will eventually work its way back into the building. Also the manufactures rep would need to be present to sign off on the substrate, if the slope is not addressed no warranty will be given. A simple way to avoid this problem would be to pitch the subfloor to the new drain location with a product like thinset or grind the surface then, apply the water proofing and finally place the concrete finished surface.

We don't object to this strategyy, if provisions are made to ensure the thinset dries out and is tested for moisture content prior to placement of the waterproofing membrane.

Another area of concern is the RFP’s request to apply the polyurethane coating to the existing “membrane” . The as-built drawings and the inspections show a Primary

Waterproofing Membrane and a Secondary Waterproofing Membrane (Single Ply Roof) however the RFP does not specify which membrane the coating would be applied to. Also there is the issue of this Membrane already being compromised then to mechanically remove the pavers and sand over it with shovels and a skid steer it will surely be further damaged if not destroyed entirely in the process. The drawings also direct us to install a termination bar however termination bars are not used in liquid applied coatings. If the intent was to apply the liquid coating directly to the subfloor the entire subfloor (including under planters) must be ground down or shot blasted to a new finish and have a low moisture content. Can you please clarify where the new coating is to be applied?

Some manufacturers allow the application of a new waterproofing coating over a properly prepared existing coating. This strategy is allowed as an option with manufacturer's approval but is not mandatory. Similarly, some manufacturers require a sheet membrane base sheet as a substrate for the liquid coating. In those instances, the membrane terminations are fastened with termination bars at walls and curbs. However, manufacturer's guidance should be followed.

During the site walk it was made clear that no major work would be conducted inside the building however document

T02+TTV+bennett+water+intrusion+investigation+Submittal+report+REV1 PDF page 57 note states: “Remove and replace 1 foot of interior wall surface (full height) in order to repair interior side of vertical wall joint.” That’s a one foot wide hole every 30 feet around the interior of the entire building on 2 floors.

There is no mention of how KTR would coordinate access or move office furnishings. Some interior wall finishes appear to be antique or no longer available on the market. We would need extra time to investigate every wall finish that was not shown during the site walk and address access to those areas.

Control joints will only require exterior work. Similarly, if expansion joints are present, the contractor should use a product that only requires exterior access for installation.

J.1 on page 50 asks for welded membrane joints. Again liquid applied membranes don’t have welded joints or termination bars.

As stated in previous response, some manufacturers require a sheet membrane base sheet as a substrate for the liquid coating. In those instances, the membrane terminations are fastened with termination bars at walls and curbs. This is an option and not mandatory.

It is not clear from the PPI responses if the first floor windows are to be removed and replaced with NEW or removed re sealed and replaced with ORIGINAL GLASS (obviously bottom pane would need to be new to account for curb) as the cost of total window replacement is in the 100’s of thousands of dollars this is a critical clarification.

The existing windows should be re-installed.

It should also be noted that the PMMA coating produces an extremely nauseous order and would need to be applied when the building is empty.

The contractor should take reasonable measures to avoid infiltration of fumes into the building such as closing air intakes, working after normal operating hours, etc.

9 The curtain wall doors must have the ADA threshold maintained.

The curb can't be raised any more than would allow for

ADA accessability at any doors.

We found the company that installed the current caulking that is in the building now. They said that since their was no preference in the RFP from years back it was decided that polyurethane caulking would be used, it is less expensive but only has a 5 year warranty. If the RFP were made to specify a silicone sealant (like the more expensive Dow

790) then that would insure all bidders are on the same page and the inferior product would have no chance of making its way back into the building torturing you 5 years from now.

Appendix A of the SOW lists the following;Provide

Waterproofing membrane and sealant manufacturers standard 10 year warranty. Sealant replacement shall include complete removal of old sealant, preparation, and primer per the manufacturer’s requirements.Whatever products will give us a 10 year warranty are acceptable.

Are as-built drawings available for the windows/storefront to confirm if there is steel within the aluminum framing and/or steel in the rough openings.

Construction drawings for the 2002 Renovation are being provided. No other information is available.

Is submittal data available for the windows/storefront? Is there a manufacturer’s label on the windows/storefront?

There is no submittal data available. We are unaware of any labels on the storefront.

Are as-built drawings or submittal data available for the primary water proofing barrier at the plaza deck? We are trying to determine the thickness of the product and the actual product to better determine compatibility with the new product where any residual membrane cannot be fully removed.

Construction drawings for the 2002 Renovation are being provided. No other information is available.

Are as-built drawings available for the interior under-plaza stormwater piping to better understand the complete scope of tying in new floor drains?

Construction drawings for the 2002 Renovation are being provided. No other information is available.

We assume that the stormwater piping below the plaza level is above ceilings and possibly exposed in some areas (e.g., mechanical, etc.) with no ceilings. Can the Government provide a ceiling as-built or an expectation of what will be encountered (i.e., 1/3 grid and tile, 1/3 sheetrock, 1/3 exposed)? Our scope of work normally includes demolition where necessary to gain access and reconstruction to restore to pre-construction appearance.

Construction drawings for the 2002 Renovation are being provided. No other information is available.

Is there a provision in the Solicitation/Contract (FAR clauses, etc.) for the Contract to be modified if the successful offeror experiences unexpected and unreasonable cost escalation during performance, as is being experienced on some current contracts? To this end, would the Government consider changing the type of contract from a Firm-FixedPrice

(as per FAR 52.216-1 “Type of Contract,” page 11 of 23 of the Solicitation) to a “Fixed-Price

Contract with economic price adjustment” (as per 48 CFR Subpart 16.203) and/or include

FAR

52.216-4 “Economic Price Adjustment-Labor and Material” or similar clause?

Adding an Economic Price adjustment clause is not being considered.
