This pre-solicitation synopsis is for a firm fixed price indefinite delivery indefinite quantity contract to replace crash survivable recorders in T-6 aircraft. The Air Force Life Cycle Management Center seeks to procure production and installation kits for approximately nine hundred fifty-four T-6A/B/D aircraft across the Air Force, Navy, Army and ground-based training systems. Responses are due by 3 April 2023. As the original equipment manufacturer, Scientific Research Corporation is the only source permitted under 10 U.S.C 4022(f)(2) for this follow-on production contract. The single award contract will have a one-year base period and four one-year options, along with a potential six-month extension. Performance will occur at government and contractor facilities as specified on contract line items. Text version
The United States Air Force through Air Force Life Cycle Management Center (AFLCMC), Tinker AFB 73145 is contemplating the T-6 Crash Survivable Recorder (CSR) Production/Installation Follow-on effort. The effort will replace the current IDARS impacted by DMSMS and modify the Air Force fleet of four hundred forty-four (444), Navy Fleet of two hundred ninety-three (293), Army Fleet of four (4), and one hundred seventeen (117) GBTS. This modification will provide the aircraft with a CSR system that will meet the minimum crash survivable data collection capability as outlined in AFI 63-133 Aircraft Information Program (Change 1, 4 November 2010). The data that is collected will support accident investigation efforts that will help determine the root cause of mishaps. Determination of mishap root causes is vital in preventing future mishaps, meeting SECDEF aircraft mishap reduction goals and preserving combat capability.
