About this file
This is a Request for Information (RFI) for market research on remanufacturing the C-5 Hydraulic Winch (NSN 1680-01-216-4525, Part Number 42420-4). The Government seeks to identify potential contractors with remanufacture data, expertise, capabilities, and experience to meet qualification requirements. The remanufacture services strategy involves a five-year contract (two-year basic period plus four one-year option years) with a total projected quantity of 95 overhauled assets. The hydraulic winch provides 250 feet of usable cable for pulling cargo into and out of the C-5 aircraft's main cargo compartment, with two controlled cable speed modes: high speed (0-100 feet per minute, 200-pound capacity) and low speed (0-15 feet per minute, 7,500-pound capacity). Each aircraft has two winches installed.
The Government does not own the data or rights needed to compete remanufacture of this item, and it has determined that reverse engineering, qualifying a new source, or purchasing data/data rights would be uneconomical. Onboard Hoist & Winch is identified as the only known source for remanufacture since the item's fielding. Contractors must furnish all materials, support equipment, tools, test equipment, and services, with responsibility for providing, maintaining, and calibrating all support equipment at their facility or a subcontractor's facility. Replacement materials or parts must equal or exceed original quality. Responses to the capability survey (Parts I and II) must be submitted no later than 15 days after posting to Karen Beckford, Contracting Officer, at Karen.Beckford@us.af.mil. This RFI is for informational planning and budgetary forecasting purposes only; participation does not ensure future solicitation or contract award participation, and the Government will not reimburse response expenses.
