About this file

This is a Synopsis of Proposed Contract Action for a forthcoming Request for Quotation (RFQ) issued by the Marine Forces Reserve (MARFORRES) Regional Contracting Office in New Orleans, Louisiana. The government seeks non-personal support services from a Procurement Analyst and E-Business Specialist to provide federal and Department of Defense procurement expertise. Key responsibilities include researching and analyzing acquisition procedures for compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), developing recommendations for contracting policy changes, providing technical advice to contracting officers, and delivering data management and user support for DoD e-Business systems including the System for Award Management (SAM), Procurement Integrated Enterprise Environment (PIEE), and Electronic Procurement System (ePS). All work will be performed at the Marine Corps Support Facility in New Orleans, Louisiana.

The RFQ is anticipated to post on 20 July 2026, with an estimated award date of 1 September 2026 and contract start of 29 September 2026. The contract structure consists of one 12-month base year and two 12-month option years on a Firm-Fixed-Price (FFP) basis. This opportunity is set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB); however, the government will also require offerors to be certified Small Disadvantaged Businesses (SDB). Award will be made on a best-value basis considering price (which must be determined fair and reasonable), past performance, and technical acceptability, with the government conducting a price realism analysis. The NAICS code is 541611 (Administrative Management and General Management Consulting Services), and interested parties should monitor the Government Point of Entry (GPE) for the official RFQ release.
