About this file
This Addendum No. 2 document modifies the sealed bid documents for the Replace Oil Burners with Gas Boiler at Davis Hall project at Southwest Virginia Community College (Project Code 260-B5260-046), issued by Wiley|Wilson on March 20, 2026. The project involves the demolition of one 8,000-gallon underground fuel oil storage tank, one 1,000-gallon underground propane storage tank, and two 1250 MBH fuel oil boilers with associated hot water pumps, and the installation of a new 6,500-gallon underground propane storage tank, a 1,300 MBH propane boiler, and system hot water pumps. The sealed bid deadline is 2:00 P.M. on March 25, 2026, with bids to be opened publicly on March 26, 2026, at the Virginia Community College System office in Richmond, Virginia. Bids may be submitted electronically through eVA or in person at the VCCS office, with modifications permitted by fax and email prior to the deadline.
The addendum addresses four pre-bid questions received as of March 18, 2026, clarifying key contractor responsibilities. James River Solutions supplies fuel oil and Foster Fuels provides propane for the college. The contractor is responsible for removal and disposal of both the old fuel oil tank and existing fuel, with the fuel oil tank confirmed as empty; the contractor must verify this condition prior to removal. The contractor is also responsible for coordinating with the owner and gas delivery provider for extraction of existing propane before demolition. Regarding environmental liability, soil samples around the tank site have been tested and show no contamination; however, the contractor will be responsible for any contamination resulting from failure to verify the tank is empty before removal. A Standard Commonwealth Bid Bond (form CO-10.2) and Contract Security are required regardless of bid amount, and all contractors must be registered vendors in eVA and use the owner's e-Builder web-based project management system for pay applications and invoices.
