Sweeper Specifications Document Summary

This specifications document supports Pinellas County Public Works' Street Sweeping Program and outlines the technical requirements for the Regen X Sweeper and Mechanical Lease procurement. The document establishes detailed specifications for sweeper equipment to be used in the County's in-house street sweeping operations, including performance standards, mechanical capabilities, and operational parameters that potential vendors must meet. The specifications detail equipment dimensions, engine requirements, hopper capacity, sweep width, and debris collection mechanisms necessary for effective municipal street cleaning across Pinellas County's road network.

The specifications emphasize equipment durability, reliability, and efficiency standards required for continuous street maintenance operations throughout the County. Key technical parameters include requirements for mechanical sweeping systems capable of handling various debris types, dust control mechanisms to minimize environmental impact, and maneuverability standards suitable for both major thoroughfares and residential streets. The document serves as the baseline technical framework for evaluating vendor proposals and ensuring that leased equipment meets the County's operational demands for maintaining clean, safe public roadways as part of its comprehensive in-house street sweeping program management strategy.

SPECIFICATIONS

Lease, Heavy-Duty Mechanical/Regen-X Street Sweeper with Full Turnkey Maintenance

Services

Bid Title: Lease, Mechanical / Regen-X Street Sweeper

Bid Number: 26-0581-ITB

Date Issued:

Department: Public Works Department, Stormwater Operations

County Reps: Eric Fehrmann (Project Coordination) & William Moore (Technical)

Section 1: General Requirements & Lease Terms

1.1 Intent and Overview

Pinellas County seeks to enter into a lease contract with a qualified Street Sweeper manufacturer or authorized dealer to provide the County with one (1) new heavy-duty, high-performance 4-wheel or 6-wheel mechanical/regenerative air street sweeper. The contract must include full bumper-to-bumper maintenance services to guarantee maximum operational availability for stormwater operations and street clearing.

1.2 Lease Duration and Extensions

The primary duration of the Lease shall be for a period of forty-eight (48) months from the final acceptance date.

The unit prices bid shall be held firm for the entire duration of this primary contract period.

Subject to written agreement from both the County and the successful vendor, the lease may be extended for an additional forty-eight (48) month period beyond the primary contract term. Term extensions will allow for price adjustments contingent on the prime interest rate published by the Wall Street Journal at the time of the extension.

Any extension shall be exercised only if all other terms and conditions remain identical, subject to approval by the

County Administrator or Director of Purchasing.

1.3 Lease Structuring and Legal Framework

The lease presented must be a 'financing' type lease as defined by Florida law. 'Tax-exempt' non-financing style leases will not be considered. Bidders are required to provide a complete amortization schedule including full lease terms and the lease rate at the commencement of the contract. The lease must be structured on a minimum average annual usage of two-thousand seven hundred (2,700) engine hours. All tangible taxes and any other applicable taxes included must be explicitly delineated.

The lease payment plan shall be paid monthly, in arrears from the invoice date. The first payment shall be invoiced upon final acceptance and processed in strict accordance with Florida Statute 218.701 et seq., the Local

Government Prompt Payment Act.

1.4 Insurance and Water Infrastructure Tracking

The County will insure the equipment through its comprehensive self-insurance fund. This fund does not permit the lessor to be named as an additionally insured party. The County shall provide the successful bidder with an official self-insurance letter as formal proof of coverage. For operational tracking, Pinellas County Fleet Management will install a dedicated water meter and backflow preventer to measure potable water utilization. Bidders must also provide a dedicated meter to measure broom hour utilization in the cab solely for County tracking purposes, which will not form a baseline for lease cost adjustments.

Section 2: Maintenance, Downtime, and Delivery Logistics

2.1 Bumper-to-Bumper Turnkey Maintenance Service

The successful bidder shall provide complete, full bumper-to-bumper turnkey equipment maintenance services.

The Vendor is entirely responsible for the cost of ALL parts and labor for both the truck chassis and all sweeper-related components. This comprehensive service is fully inclusive of wear items, tires, brakes, and wipers.

Maintenance services must incorporate weekly, monthly, semi-annual, annual, and any other manufacturer-recommended preventative intervals. The only exclusions from this contract are fuel and replacement sweeper brooms, which will be provided directly by Pinellas County.

2.2 Turnaround Time and Liquidated Damages

The sweeper must remain fully operational for at least ninety percent (90%) of County annual workdays, excluding the following eight observed holidays: New Year’s Day, Martin Luther King’s Birthday, Presidents Day, Memorial

Day, Independence Day, Veterans Day, Thanksgiving Day, and Christmas Day.

The unit shall not be out of operation for more than two (2) consecutive County workdays, nor more than eight (8) workdays in any one-hundred (100) consecutive workday period. Turnaround time begins immediately upon notification to the Vendor. If a unit is down for more than 48 hours, the Vendor is required to pick up the unit if it is not repairable on-site, and coordinate all maintenance during normal business hours (Monday – Friday, 8:00 AM to

5:00 PM).

Failure to return the sweeper to service or provide a back-up unit of equal quality and capability within two (2) consecutive workdays will result in a daily assessment of $325.00 against the vendor. This deduction represents the County's administrative cost to secure an alternative single unit and operator, and will be applied as a contract deduction against the next regularly scheduled monthly lease invoice.

2.3 Delivery Requirements and Technical Documentation

Delivery of the completed unit must occur within ninety (90) calendar days after receipt of the official purchase order. If the vendor fails to deliver within this timeframe, they must provide a functional loaner sweeper of the same class and capability at no cost until final acceptance. All deliveries must be coordinated at least forty-eight (48) hours in advance and executed Monday through Friday, between 7:30 AM and 3:00 PM to Fleet Management, Attn: John Neal, 9685 Ulmerton Road, Largo, FL 33771.

The unit must be delivered alongside the following documentation: Owner's Manuals (2 copies), Operating and

Parts Manuals (2 copies), Engine User Guides (1 copy), Warranty Certificates, Application for Certificate of

Title/Vehicle Registration, Temporary Tag, and 3 complete sets of keys.
