About this file

This is a Questions and Answers document for federal contract solicitation SV0219-16 issued by UNICOR for the procurement of eyeglass frames.

The solicitation requires vendors to supply two frame models (FPI-1 and FPI-2) in multiple sizes with specific vertical measurements provided. FPI-1 sizes include 49-17, 51-17, 54-17, and 57-17, while FPI-2 sizes include 48-20, 50-20, 52-22, and 54-24, with bridge sizes 22 and 24 required. Frames must be optical frames (not sunglasses) suitable for both men and women, with removable side shields included in pricing. Commercially available frames from third-party manufacturers are acceptable if they meet all solicitation requirements and Trade Agreement Act standards. Vendors must submit samples for each frame model to demonstrate compliance; UNICOR will cover return shipping costs while vendors pay for shipping samples to UNICOR. A standing maintenance stock level of 10,800 total units across all 16 SKUs must be maintained throughout the contract period to address previous supply chain issues. Frames must comply with Trade Agreement Act requirements and cannot be manufactured in China. Payment terms are N15 under the Prompt Payment Act. The anticipated contract award date is mid-August 2026 with a performance commencement date of October 1, 2026. Prior contract pricing was $328,220 under Contract Number 15UC0C23D00001123. Vendors must provide pricing for all items to be considered for award, with the maximum contract value determined by the awarded vendor's pricing. The offeror's business name is not required to appear on the eyewear, and samples are evaluated based on physical frame structure and compliance rather than labeling. Photos of current frames will be uploaded to SAM.gov.
