About this file

This is a Questions and Answers document for solicitation SV0219-16, addressing vendor inquiries regarding optical eyewear frames for UNICOR (Federal Prison Industries).

The solicitation requires vendors to supply two frame models—FPI-1 and FPI-2—in multiple sizes with specific vertical (B) measurements ranging from 30.25 to 43.25 millimeters. FPI-1 is available in four sizes (49-17, 51-17, 54-17, 57-17) and FPI-2 in six sizes (48-20, 50-20, 52-22, 54-24), with bridge sizes of 22 and 24 required. Frames must be optical frames (not sunglasses) suitable for both men and women, with removable side shields included in pricing. Commercially available frames from third-party manufacturers are acceptable if they meet Trade Agreement Act standards and solicitation requirements. Vendors must submit samples of each frame model for compliance evaluation, with UNICOR covering shipping costs for sample distribution (3-5 business days from facility). Samples will be evaluated solely on physical structure and compliance, not labeling. The offeror's business name is not required on the eyewear; UNICOR/FPI branding will serve as the identifier. Previous contract pricing was $328,220 under Contract Number 15UC0C23D00001123.

The contract requires standing maintenance stock of 10,800 units across all 16 SKUs maintained throughout the contract period to address past supply chain issues. Payment terms are N15 under the Prompt Payment Act. The anticipated contract award date is mid-August 2026 with performance commencement October 1, 2026. Vendors should reference UNICOR part numbers while including their own SKU/part numbers in quotes. The ANSI/ISEA Z87.1-2020 requirement has been removed from the solicitation. Contract value will be determined by awarded vendor pricing with no stated ceiling value, limited only by minimum and maximum ordering thresholds in FAR 52.216-19.
