About this file

This is Amendment 00002 to Solicitation SV020326/1620000366, issued by UNICOR (Federal Prison Industries) on June 10, 2026, with an effective date of June 10, 2026. The amendment extends the proposal response deadline to Monday, June 22, 2026, at 2:00 p.m. EST and includes 33 questions and answers (Attachment A) that clarify solicitation requirements, along with facility layout diagrams for both locations.

The solicitation is a five-year IDIQ contract for laundry chemical dispensing systems and supplies at two UNICOR facilities: Eglin Air Force Base (Florida) and Maxwell Air Force Base (Alabama). Key requirements include: delivery and installation of dispensing equipment within 30 calendar days of award; a guaranteed minimum quantity of 10 units per CLIN with an estimated total of 29,350 units over the contract life; quarterly calibration and verification site visits at both locations (same technician may cover both sites); contractor removal of equipment at contract end; and submission of Safety Data Sheets and EPA documentation in PDF format. Eglin requires three centralized dispensing panels and Maxwell requires one; existing wiring and tubing may be reused, but existing dispensing systems must be removed. Water quality at the facilities includes hardness of 3 and pH 7 with zero iron content, and softened water is supplied only to the boiler. Eglin processes hospital, hotel, and military linens while Maxwell processes bedroom and bathroom linens. Installation at Eglin must occur during nights/weekends due to continuous operations; Maxwell operates seven days per week with lighter workload days available for installation. The incumbent contractor is Christeyns North America. Prior contract award number was 15UC0C21D00001243. Acceptability of chemical suppliers is based strictly on SOW conformance, federal past performance is not required, and a Business Management Questionnaire must be completed.

ATTACHMENT A

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A: Prior contract award number was 15UC0C21D00001243.

2. Guaranteed minimum quantity — the solicitation states "Guaranteed Minimum Quantity is 10 each" with an estimated/NTE quantity of 29,350 each over the life of the contract. Could you clarify how the "10 each" guaranteed minimum is applied — per CLIN, per delivery order, or as the contract-level commitment for the entire 5-year IDIQ period?

A: 10 each CLIN

3. Initial dispensing system installation — what is the expected timeline between contract award and operational dispensing system installation at each site (Eglin AFB FL and Maxwell AFB AL)? Is there a typical "switchover" approach used to avoid laundry-operations downtime during transition from the incumbent's equipment?

A: Per the Statement of Work, the Contractor shall complete delivery and installation of all equipment and associated components within 30 calendar days after contract award.

4. Dispensing equipment ownership at contract end — at the conclusion of the 5-year period of performance (or earlier termination), does the contractor remove the dispensing equipment, or does ownership transfer to UNICOR, or is removal at UNICOR's discretion?

A: Contractor removes their equipment.

5. Quarterly site visit logistics — quarterly calibration and verification visits are required at each site. May a single qualified technician cover both sites, or does UNICOR require dedicated FL-based and AL-based technical capability? Any preference for unannounced vs. scheduled visits?

A: Same technician may cover both locations; however, must be able to adhere to contract response times. As performance is on an SFB, all visits must be scheduled in advance.

SV0203-26 / AMD 00002 Page 2 of 9

6. Site visit before bid — is a pre-bid site visit available at either or both locations between now and the 5 June deadline? In-person observation of the existing dispensing setup and machine layout would let us bid cost-realistically.

A: Pre-bid site visit will not be scheduled.

7. Brand-name acceptability — the SOW does not name a specific manufacturer, but the equivalents we are evaluating include CHRISTEYNS North America, Ecolab Textile Care, Diversey, Spartan Chemical, and Hydrite Chemical. Are any of these (or others) known to UNICOR as historically accepted suppliers, or is acceptability strictly determined by SOW conformance?

A: SOW conformance.

8. Past performance for first-time federal bidders. Will UNICOR accept commercial laundry-chemical past performance references in lieu of federal past performance, and what format/level of detail is expected in the submission?

A: Federal past performance is not required. Business Management Questionnaire must be completed.

9. Existing equipment information — beyond the equipment list in the SOW (Eglin: 4 × Accurate Technologies SI-275-F2 + 1 × HE-60-B2 + 1 × HE80-A2; Maxwell: 3 × Braun 400 NTDP + 1 × Braun 600 NTDP + 1 × Milnor 20042044WEH + 2 × Alliance/Unimac), is there information available on existing chemical formulas / wash programs / typical poundage processed per day, to help size delivery cadence?

A: Yes, there is information for the available chemical formulas and wash programs.

We currently do not keep a poundage processed

10. Delivery cadence — does UNICOR have a preferred minimum order quantity per delivery, or a preferred frequency (e.g., monthly, bi-monthly), or is this driven entirely by the contractor's recommendations?

A: Orders are placed as the chemicals are needed.

11. SDS / EPA documentation — confirming that current Safety Data Sheets and any required EPA registration for each chemical are to be submitted with the proposal?

In what format?

A: PDF

12. Economic Price Adjustment mechanism — the contract type cites EPA tied to PPI PCU32561132561112 (Soap and Cleaning Compound Manufacturing). Could you

SV0203-26 / AMD 00002 Page 3 of 9 confirm the frequency of price adjustment (annually at option exercise vs. semi-annually) and whether the contractor or UNICOR initiates each adjustment?

A: See clause, “FPI 1000HI, Economic Price Adjustment” in solicitation.

13. Submission method — quote should be submitted via email to elizabeth.mcnealy@usdoj.gov in PDF format, or is there a different preferred channel?

A: See “PART IV: PROPOSAL SUBMISSION REQUIREMENTS” on page 17 of the solicitation.

14. Please provide a layout or description of the washing machine arrangement at each facility, including:

• Which machines are located within the same room or operational area

• Which machines share common utility access or existing chemical feed locations

• Approximate distances between machine groups

A: See layouts provided as part of this Amendment.

15. Please clarify whether all machines at each facility are intended to be serviced by:

• One centralized dispensing system, or

• Multiple dispensing panels/systems

A: Eglin UNICOR Location has three centralized dispensing system; Maxwell has one centralized dispensing system.

16. Are there separate laundry processing rooms, soil sort areas, specialty wash areas, or isolated machine locations that would require independent dispensing stations?

A: Eglin = Yes;

Maxwell = No independent dispensing station needed. There is one central dispensing system.

17. Please provide any available floorplans, utility drawings, or equipment layout diagrams for both laundry facilities.

A: See layouts provided as part of this Amendment.

18. Please clarify whether existing dispensing systems are currently installed at either location and whether:

• Existing equipment may remain in service

• Existing tubing/manifolds may be reused

SV0203-26 / AMD 00002 Page 4 of 9

• Existing signal wiring/interfaces may be reused A: Existing dispensing system may not remain in service. Wiring and tubing may be reused.

19. Please confirm whether the contractor is expected to furnish:

• One dispensing panel per machine,

• One dispensing panel per room,

• Or another configuration preferred by the Government.

A: Eglin: The contractor is required to furnish three dispensing panels for the whole facility;

Maxwell: The contractor is required to furnish one dispensing panel for the whole facility.

20. Please clarify whether the listed tunnel/pocket systems operate as:

• Shared central systems,

• Independent machines,

• Or grouped production lines.

A: Laundry locations do not operate with a tunnel/pocket system.

21. Given the absence of facility layout and dispensing infrastructure details within the solicitation, would the Government consider allowing a site visit opportunity prior to proposal submission and/or a proposal submission extension to allow proper engineering evaluation of:

• Equipment layout

• Machine grouping by room or operational area

• Chemical room locations

• Utility access

• Dispensing infrastructure requirements

• Installation scope and routing requirements for chemical delivery systems

A: See layouts provided as part of this Amendment. Pre-bid site visit will not be held.

22. Please identify the current/incumbent laundry chemical contractor for each location.

A: Christeyns North America
