About this file
This is a product specification document for the PlaySafe50 Select (126sw) artificial turf system manufactured by Shaw Industries and distributed by No Fault, LLC, in connection with a playground equipment and surfacing maintenance and repairs bid issued by the Fontana Unified School District in San Bernardino County, California. The specification details a complete playground safety surface system designed for high-use public playgrounds and school facilities. The system comprises nominal 1.5-inch polyethylene fibers tufted into a dimensionally stable backing, underlayment foam pads (Brock Play Base or Brock SSP20), and HydroChil cooling sand infill engineered to reduce surface temperature and extend turf fiber life. The specification requires IPEMA certification per ASTM F1292 with impact attenuation parameters of less than 200 G-max and less than 1,000 Head Injury Criteria (HIC), 100 percent wheelchair accessibility compliant with ASTM F1951, and water permeability up to 130 inches per hour per ASTM F1551. Installation work includes grading and site preparation with a compacted 4-inch aggregate limestone or granite base. The District estimates annual maintenance and repair costs at up to $500,000 and has solicited sealed bids through its procurement portal with a deadline of 2:00 p.m. on Monday, May 25, 2026.
The specification establishes detailed product performance requirements including polyethylene slit tape fibers with 8,000 deniers, 1.50-inch tufted pile height in olive color, 50 ounces per square yard tufted face weight, and 78 ounces per square yard total product weight. The turf is offered in 15-foot roll widths with lengths up to 100 feet and includes a 5-year wear warranty and 10-year fade warranty. Foam pad underlayment options are engineered by Brock International with varying thicknesses to accommodate critical fall heights ranging from 2 to 10 feet per ASTM F1487, offering life expectancies of 15 to 20 years when installed under synthetic turf. The infill mixture specification requires two pounds of HydroChill cooling sand and one pound of clean silica per square foot, incorporated using a power broom. The contractor must furnish all labor, installation hardware, and related services, with playground materials and surfacing provided by the District. No contract duration is specified in the opportunity documentation.

1.2 SYSTEM DESIGN
A. PlaySafe50 Select (126sw) Playground Turf System shall be specifically designed and recommended by the manufacturer for playground safety surface.
B. PlaySafe50 Select (126sw) Playground Turf System shall be constructed to maximize dimensional stability, to resist damage during normal use, and to minimize UV degradation, including fading.
C. PlaySafe50 Select (126sw) Playground Turf System shall be resistant to staining, weather, insects, rot, mildew, and fungus growth, and shall be non-allergenic and non-toxic.
1.3 DESCRIPTION OF WORK
A. Provide all materials, labor, equipment, and services required to accomplish related work in accordance with the drawings and specifications.
B. The PlaySafe50 Select (126sw) Playground Turf System shall be specifically designed, manufactured, and installed for high use, public playgrounds.
C. The PlaySafe50 Select (126sw) Playground Turf System shall be IPEMA Certified as per ASTM F1292 for Impact Attenuation. The system's impact attenuation shall have a G-max value ofless than 200 and a Head Injury Criteria (HIC) less than 1,000.
D. The PlaySafe50 Select (126sw) Playground Turf System shall be 100% wheelchair accessible and comply with ASTM F 1951 for ADA in the field.
E. The PlaySafe 50 Select (126sw) Playground Turf System shall drain up to 130 inches per hour and comply with ASTMF 1551 for Water Permeability.
F. The PlaySafe 50 Select (126sw) Playground Turf System shall consist of the following components:
1. PlaySafe50 Select (126sw) Turf manufactured by Shaw and shall include (nominal) one and one half inch (1.5") polyethylene fibers that are tufted into a single, dimensionally stable, three component primary backing with a secondary. The secondary backing shall include UltraLoc backing that consists of a minimum of 17 ounces of urethane per square yard.
2. Playground areas with a level horizontal grade shall include Brock Play Base or Brock SSP20 closed cell foam underlayment pads for impact attenuation. Foam pads shall be applied over the prepared compacted aggregate subbase and shall meet or exceed the standard specification for impact attenuation surfacing materials within the use zone of playground equipment as per ASTM F1292.
3. Turf infill shall include HydroChil cooling sand mixture engineered to reduce the temperature of the playing surface and prolong the life of the turf fibers. The HydroChil sand mixture shall include a combination of two (2) pounds of HydroChill cooling sand and one (1) pound of clean silica per square foot. Mixture shall be incorporated into the turf fibers using a power broom for maximum coverage and leveling.
G. Work included in this Section includes grading necessary to shape and promote positive sub base drainage for the installation of the PlaySafe50 Select (126sw) Playground Turf System in areas shown on drawing.
