Market Research Questionnaire/Request for Information (RFI)

Strategic Replenishment Contract (SRC) Support Equipment and Vehicles (SE&V) Program Office Robins Air Force Base

CAUTION:

The Government is conducting market research to identify potential sources in industry that possess the expertise, capabilities, and experience to meet the requirements for providing Strategic Replenishment supply procurements in support of sourcing, acquiring, and ensuring delivery of a wide range of ground and aircraft common support equipment (CSE). The SRC provider strategy has been developed in an effort to obtain leverage for buys, improve overall cycle times, and continue to enhance a robust vendor base. The level of security clearance and foreign participation has not been determined at this time.

Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.

(a) The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in the subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

(b) Although “proposal and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.

1. Below is a description of the SRC requirement. Attached is a Draft NSN list as well as a Contractor Capability Survey which allows you to provide your company’s capability and to provide industry feedback with regards to various aspects of this effort.

2. If after receiving these documents, you desire to participate in the market research, you should respond to the attached Contractor Compatibility Survey to reflect your company’s capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities.

3. Both large and small businesses are encouraged to participate in this Market Research. The Government anticipates holding an Industry Day in support of this effort (date to be determined).

PURPOSE/DESCRIPTION

The primary purpose of the proposed contract vehicle is to provide support to authorized customers for procurement of operational ground and aircraft common support equipment (CSE) end items and related incidental services necessary to perform their missions. The contractors providing these supplies shall incur incidental services to source, acquire, and ensure delivery of a broad range of ground and aircraft CSE end items. These incidental services include the following:

Managing vendors to ensure they meet performance and quality requirements
Managing vendors to ensure on time delivery
Electronic ordering and tracking of items

This SRC includes approximately 500 national stock numbers (NSNs) from a subset of approximately 60 federal stock classes (FSCs) with Expendability-Recoverability-Reparability-Category (ERRC) codes S and U with initial Government estimates of $40,000 or greater in support of the Air Force (AF), Foreign Military Sales (FMS), Air National Guard (ANG), AF Reserve, as well as other services. A descriptive range of the assets involved consists of but is not limited to aerial stores lift trucks, aircraft engine trailers, air conditioners and heaters, base and aircraft arresting systems, basic expeditionary airfield resources, cranes, dollies, lift-adapters, and various electronic and mechanical aircraft maintenance testers. NAICS Codes associated with previous procurements of this equipment include but are not limited to: 314910, 332212, 332311, 332439, 332710, 332721, 332913, 332993, 332999, 333111, 333112, 333243, 333312, 333314, 333318, 333413, 333415, 333514, 333515, 333517, 333518, 333519, 333618, 333911, 333912, 333923, 333924, 333991, 333994, 333999, 334112, 334419, 334513, 334515, 334516, 334519, 335224, 335311, 335312, 336413, and 339999.

Many of the end-items within the scope of this effort are military-unique with no commercial equivalent. Some assets have one currently qualified source, while others have multiple. For many of the assets, the Government retains full rights to the data; however, for others, the Government does not. Any data available will be utilized to the fullest extent possible.

The SRC contractor will provide an Electronic Data System (EDS) to the Government, an approved electronic means of exchanging data pertaining to asset management, delivery tracking, financial transaction, and customer management. The contractor will keep this database current and accessible to the Government as it provides real-time information to the program manager (PM) and procurement contracting officer (PCO). At a minimum the EDS system must be able to track CLIN data, delivery order number, delivery order date, contract ARO, requisition number, NSN, quantity ordered, quantity shipped, unit price, ship date, trackable shipping document number, delivery location, noun, part number, vendor name, vendor CAGE code, and vendor type. The EDS must provide a level of security necessary to protect business data. Although the software tool will not be delivered to the Government at the end of the contract, all data contained within the system shall be property of the Government.

The SRC contractor will be provided a list of AF qualified sources for each NSN at Request for Proposal (RFP). To ensure continuity, timeliness, and best value to the Government, the SRC contractor shall solicit quotes from these vendors first. If unable to obtain quotes from qualified vendor(s), the Government will consider qualifying new vendor(s), but may require testing to ensure the product meets all Government requirements.

In certain instances, the Government may require verification testing to ensure that the assets meet their specified requirements and determine acceptability of the assets. Commonly referred to as “first article testing (FAT),” the SRC will include Qualification Test and Evaluation (QT&E) and production-related testing but not operational testing. The types of testing that may be requested include QT&E for COTS or non-developmental items as well as lot acceptance tests (LAT), pre-production qualification tests (PPQT), production qualification tests (PQT), and production acceptance test and evaluation (PAT&E). These tests may not apply to every CSE asset or order requested and will be deemed necessary by the SE&V IPT prior to order of the asset on the SRC.

The SRC will be utilizing a Technical Support Request (TSR) process to allow qualification of a new source of supply or delivery of a like-new surplus item for NSNs that are not available from the approved source(s). The Government will make final determination and approval of the proposed items/sources of supply.

Potentially a single or multiple award, multiple year indefinite delivery/indefinite quantity (IDIQ) contract(s) is contemplated with a 2 year basic period and option periods totaling a period of performance of seven to ten years. The total estimated value of this contract is $1B.
