QUESTIONS AND ANSWERS FROM 29 JANUARY 2020 INDUSTRY DAY
1. Question: What will be the security level of the data used?
Answer: Export-Controlled
2. Question: Have all the manufacturers been determined viable (Are they still in business, do they still manufacture the item, etc.)? Will we verify the companies on the list are still manufacturing these NSNs?
Answer: No, once the Government issues an order for the item, the awardee will contact the approved sources. If the sources are no longer viable, the awardee can return a no-bid or could propose an alternate source (Government will have to approve and will likely require some degree of testing). If no viable solution is proposed/approved, the Government will procure the item via a tactical contract through the independent IPT.
3. Question: Will the Government request pricing as orders come in?
Answer: The Government is currently working to establish evaluation criteria at contract award level and how this will affect price competition on each individual order.
4. Question: Will all the items ordered be delivered to just one location or multiple?
Answer: Deliveries will be to multiple locations including CONUS and OCONUS locations for each item and will be established on each individual order.
5. Question: What happens if there is no known source?
Answer: All NSNs included have an approved source. If the awardee contacts the approved source(s) and determines they are no longer viable, the awardee can return a no-bid or could propose an alternate source (Government will have to approve and will likely require some degree of testing).
If no viable solution is proposed/approved, the Government will procure the item via a tactical contract through the independent IPT.
6. Question: Does the Government have parts that can be inspected or reverse engineered? Will any reverse engineering be required?
Answer: Reverse Engineering will not be within scope of this effort.

Answer: Yes, a list of companies who had representatives present at the Industry Day will be posted on the current Contract Opportunities listing on beta.SAM.gov.
8. Question: Where will inspection be (At their facility or OEM)?
Answer: Inspection and Acceptance at the Origin or Destination will be determined at contract award and dependent on which Quality Assurance level the Government requires for each item.

Answer: The acquisition goes back to the owning IPT. Lack of a complete data package does not halt the sourcing effort. The Government intends to provide a list of the currently-approved sources available for each NSN no later than when pricing is requested. The awardee(s) should utilize the currently-approved sources first whether a complete data package exists or not. If the awardee contacts the approved source(s) and determines they are no longer viable, the awardee can return a no-bid or could propose an alternate solution for the Government to evaluate.
43. Question: As an awardee, do you have to bid on every item?
Answer: No. The Government anticipates providing a “no-bid” option as a response to a request for pricing.
