General Capability Questions

Describe briefly the capabilities of your facility and the nature of the procurement activities you provide. Include a description of your staff composition and management structure.

Describe your company’s past experience on previous programs similar in scope and complexity to this requirement. Describe your capabilities and experience in organizing and executing material sourcing, acquisition of material, procurement via Government sources of supply (both large and small businesses), asset visibility, and delivery tracking. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (contracting officer or program manager).

SRC Scope/Contract Questions

Contract Strategy. The Government is currently considering a multiple year indefinite delivery/indefinite quantity (IDIQ) contract(s) with a 2 year basic and several option periods totaling a period of performance of seven to ten years. The Government is also considering a single award versus a multiple award and is open to industry feedback on aspects of contract strategy.

Product Quality. The Government is looking to incentivize the rectification of deficiency reports (DRs). For instance, the SOW might document requiring no more than 5% of deliverables with Product Quality Deficiency Reports (PQDRs) or Supply Deficiency Reports (SDRs) and no more than 1% of the deliverables with an unrectified PQDR or SDR after 180 days. The Government is open to industry input.

Grouping. Please provide any recommendations your company may have concerning categorization or grouping such a wide range of Federal Stock Class (FSC) supplies across multiple option periods that would allow efficient solicitation, pricing, and sourcing to ultimately ensure timely, accurate delivery of the required product in a matter that satisfies both Government and industry needs.

Pricing and Contract Line Item Number (CLIN) Structure

Pricing Actions. The Government is currently considering the frequency/intervals at which to request pricing. For instance, request annual pricing (consolidated into a price list), as needed (throughout the year), or prior to/upon award for the entire PoP. The Government is open to industry feedback.

Fill Fees. The Government anticipates establishing Fill Fees (contractor fee for sourcing actions) at contract award. Please provide feedback on how your company would prefer Fill Fees to be established (i.e., as percentages or flat rates) and what your company estimates is a reasonable percentage/rate.

Fill Fees and Associated Breaks. Please provide feedback on how your company would like to establish the price breaks associated with the fill fees (i.e., based on unit cost of the asset, based on quantity per order, etc.) and what your company estimates is a reasonable interval for those breaks.

Price and Schedule. The Government values both price and delivery time of NSNs and is looking for industry feedback on how the contractor should assess price versus schedule when selecting from available sources.

For instance, Source of Supply (SoS) 1 bids $100k each with 200 day ARO. SoS 2 bids $200k each with 180 day ARO. SoS 3 bids $150k each with 150 day ARO. How does the SRC contractor select a bid?

Price Breaks. The Government is currently considering whether/how to request price break information based on quantities of assets. To account for variations in both funding and demand quantities per NSN, the Government is currently anticipating allowing the contractor to provide price break information individually per NSN at each pricing action. The Government is open to industry feedback.
