About this file

This document is a set of Supplemental Specifications and Special Provisions for the Starkey M10 SMF Retrofit project in Pinellas County, Florida, involving the Florida Department of Transportation (FDOT) and Pinellas County. The project aims to retrofit and enhance the existing Starkey M10 Stormwater Management Facility by constructing two stormwater treatment ponds west of Tall Pines Drive and a weir to improve water quality treatment while maintaining the existing flood protection level of service. The specifications cover multiple technical aspects including clearing and grubbing, survey and layout, grading, bedding material, organic topsoil layer, inlets, end sections, riprap installation, variable message boards, dewatering with treatment, slurry wall construction, and restoration of privately owned features.

The project is funded through multiple sources including Penny for Pinellas, Southwest Florida Water Management District (SWFWMD), and American Rescue Plan Act (ARPA) funds. The contract requires detailed technical specifications for each construction element, with specific requirements for materials, placement, quality control, and measurement/payment methods. Contractors will need to provide comprehensive documentation, including manufacturer's data, design mixes, and submit various reports and samples. The specifications emphasize environmental considerations, such as proper soil-bentonite mixture for slurry walls, careful tree protection, dust control, and water management during construction. Payment will be predominantly on a lump sum basis for most items, with some specific items paid per square foot, ton, or each, depending on the nature of the work.
