About this file

This document is a Bid Submittal Form for a Job Order Contract (JOC) issued by Pinellas County, Florida, specifically for the Stormwater Starkey Facility M10 Modification project. The form provides detailed instructions for bidders to submit adjustment factors for various work categories, including non-secure and secure areas during normal and non-normal working hours, as well as non-pre-priced tasks. The bid evaluation will use a weighted calculation method, with 60% weight for non-secure areas during normal working hours, 10% for non-secure areas outside normal hours, 10% for secure areas during normal hours, 10% for secure areas outside normal hours, and 10% for non-pre-priced tasks.

The bid form requires precise adjustment factor submissions to four decimal places, with specific requirements for how these factors relate to each other. For example, the adjustment factor for other than normal working hours must be greater than or equal to the normal working hours factor for both secure and non-secure areas. The County reserves the right to correct arithmetic errors and will use the submitted adjustment factors to calculate an Award Criteria Figure. The contract appears to be an indefinite quantity contract where actual work will be ordered through specific Job Orders, with the adjustment factors applied to a Construction Task Catalog's unit prices. The project is funded through multiple sources, including Penny for Pinellas, SWFWMD, and ARPA, and aims to retrofit and enhance the existing Starkey M10 Stormwater Management Facility by improving water quality treatment.
