About this file

This document is supplemental instructions to offerors for a Request for Quote (RFQ) issued by a federal agency on the VA.gov domain. The solicitation is for a Firm Fixed Price Contract with a three-year period of performance for non-severable services. Quotes must be submitted by email to Jameel Gordon at jameel.gordon@va.gov by the deadline specified in box 8 of the SF1449 form; late submissions and phone calls will not be accepted. A Business Associate Agreement (BAA) is required for award.

Offerors must complete the SF1449 form with entity identification information including name, address, telephone number, SAM UEI, and CAGE code, along with contractor point of contact information in Section B.1 and unit pricing for each CLIN in Section B.3. Technical capability submissions must include clear documentation of methods for performing work outlined in the statement of work. Pricing must be entered legibly in the price/cost schedule with no verification of illegible entries. Past performance must demonstrate a minimum of three years of relevant experience either through CPARS records or a completed past performance questionnaire. Award selection will use comparative evaluation under FAR 12.203(c)(2), which conducts direct side-by-side comparisons of acceptable quotations to determine the "best" response overall without assigning individual numerical ratings or conducting trade-off analyses.

Additional information pertaining to Comparative Evaluation below:

What Comparative Evaluation is:

• It is the direct comparison of one quotation/offer with another in a uniform and fair manner to determine which quote/offer provides the

Government with what it needs, where and when as identified in the

RFQ

mailto:jameel.gordon@va.gov

• It is an assessment of which response is the “best” as a whole

• Once one quotation/offer is found acceptable, it is compared side by side to the remaining ones, and the “best” one is chosen

What Comparative Evaluation is not:

• It does not individually evaluate quote/offers against specified evaluation factors

• It does not assign a rating using a color, numerical, or other rating methodology

• It does not require additional evaluation to determine if minimal advantage is worth a minimal or normal price difference, but not prohibited

• It is not a low price technically acceptable (LPTA) or trade-off process
