About this file
This is a Supplemental Clauses document for a Department of the Air Force federal contract acquisition.
The document establishes an ombudsman function to facilitate resolution of concerns from offerors, potential offerors, and other parties. The ombudsman, Mr. Robert Surrey at AFICC OLAMAC, maintains strict confidentiality regarding concern sources and does not participate in proposal evaluations, source selection, or protest adjudication. Interested parties must first address concerns to the contracting officer before consulting the ombudsman. Consultation with the ombudsman does not alter timelines for other processes such as bid protests or GAO appeals. If the center-level ombudsman cannot resolve issues, parties may escalate concerns to the Department of the Air Force ombudsman at the Associate Deputy Assistant Secretary (ADAS) level. The ombudsman has no authority to render binding decisions, and inquiries regarding solicitation copies, offer due dates, or technical requirements must be directed to the contracting officer rather than the ombudsman.
The clauses also prohibit contractors from using Class I ozone-depleting substances (ODS) in product specifications or establishing test and maintenance requirements that can only be met through Class I ODS use. Specific Class I ODS products identified as prohibited include Halons 1011, 1202, 1211, 1301, and 2402; numerous chlorofluorocarbons (CFCs); and Carbon Tetrachloride, Methyl Chloroform, and Methyl Bromide. Additionally, contractors must obtain base identification and vehicle passes for personnel making frequent visits to Department of the Air Force installations, wear installation identification badges, comply with Emergency Mass Notification System requirements, maintain after-hours emergency contact information, and ensure return of all credentials upon contract completion or employee separation. Failure to comply with these requirements may result in withholding of final payment.
