About this file

This is an addendum containing instructions to offerors for submitting offers on commercial products and commercial services solicitations (FAR 52.212-1, February 2026).

The Government will award contracts to the responsible offeror whose conforming offer is most advantageous considering price and other factors. Offerors must submit signed and dated offers to the designated office by the exact deadline specified in the solicitation and consent to all solicitation requirements, terms, conditions, representations, and certifications. Failure to meet any requirement may result in a non-responsive determination and exclusion from consideration. Offers must contain the solicitation number; receipt deadline; offeror's name, address, and phone number (both company and representative); a technical description of items offered with sufficient detail to evaluate compliance (including product literature if necessary); express warranty terms; price breakdown as outlined in the solicitation; pricing and discount terms; remit-to address if different from mailing address; current SAM.gov registration information including mandatory CAGE Code and optional DUNS number; acknowledgment of solicitation amendments; and past performance information when included as an evaluation factor, with recent and relevant contracts for similar items and references including contract numbers, points of contact with telephone numbers, and other relevant information. Price must be submitted on a quote or SF1449 form, and any other applicable documentation such as past performance or attachments may be included.

Offerors must hold prices firm for 60 calendar days from the offer receipt date specified in the solicitation, unless a different period is specified in an addendum. Vendors may voluntarily provide additional time beyond the 60-day minimum. All offers must clearly display the expiration date, whether the 60-day minimum or an extended period.
