About this file

This Supplemental Bidder Attestation form is a required submission document for the Rhode Island Department of Administration's audit services request on behalf of the Tobacco Settlement Financing Corporation (TSFC) under RFP26006796. The attestation requires authorized signatories from bidding firms to certify that their entity and all parent corporations, subsidiaries, affiliates, and subcontractors have no conflicts of interest with state officials, officers, or agencies involved in the RFP process, and that they did not materially participate in or receive consultation regarding the RFP's formation or technical requirements. The form must be completed with the vendor name, solicitation number and title, authorized signatory information, and submission date. Proposals are due July 29, 2026 at 11:00 a.m. EDT, and vendors must submit all required documentation, including this attestation, through the Ocean State Procures system at www.ridop.ri.gov.

The attestation clarifies that being a current or past state vendor does not automatically create a disqualifying conflict of interest, and that formal responses to prior Requests for Information do not constitute participation that would preclude future RFP involvement. All bidders must complete and sign this form as part of their proposal package, along with technical submissions, cost proposals, ISBE participation documentation, and a Vendor Certification Questionnaire. The contract will commence in late summer 2026 for an initial three-year term with potential renewal options for up to two additional 12-month periods based on vendor performance and fund availability.

1 A “conflict of interest” occurs when private interests or relationships interfere in any way with the interests of the

State. Simply being a current vendor or a past vendor of the State does not in itself cause a conflict requiring preclusion. Additionally, formal responses to a Request for Information (RFI) issued by the Division of Purchases does not constitute “participation” or “consultation” with respect to a future RFP and does not disqualify a vendor from future participation from a subsequent RFP.
