About this opportunity

The Rhode Island Department of Administration, procuring on behalf of the Tobacco Settlement Financing Corporation (TSFC), is requesting proposals for audit services of TSFC's fiscal year financial statements under RFP26006796, with proposals due July 29, 2026 at 11:00 a.m. EDT. Vendors must demonstrate Minority Business Enterprise, Women Business Enterprise, and Disability Business Enterprise (ISBE) participation and will be scored on proposed utilization levels.

The scope is a full audit of TSFC's fiscal year financial statements. Vendors must be firms of certified public accountants. Required insurance includes professional liability coverage of $2,000,000 per occurrence and $2,000,000 annual aggregate, plus general liability, workers compensation, and automobile liability coverage.

The initial contract term commences in late summer 2026 for three years, with potential renewal options for up to two additional 12-month periods contingent upon vendor performance and fund availability. A contract administrative fee of 0.33 percent of the total annual contract value will be withheld from vendor invoices.

Evaluation is based on cost (firm and fixed fee structure) and ISBE participation. The vendor submitting the lowest cost proposal receives 100 percent of available cost points; other vendors receive points calculated proportionally. Proposals must include separate technical, cost, and ISBE participation submissions, a Vendor Certification Questionnaire, and a Supplemental Bidder Attestation Form.

All proposals must be submitted electronically through Ocean State Procures at www.ridop.ri.gov; mail, fax, email, and hand delivery are not accepted. Vendors must register in Ocean State Procures prior to submission. The vendor Q&A period runs from July 1, 2026 at 11:15 a.m. EDT through July 15, 2026 at 2:00 p.m. EDT. All proposals remain irrevocable for 180 days following the opening date, and continuation beyond the initial fiscal year is subject to appropriated funds availability.
