About this file

This is a Supplemental Bidder Attestation form issued by the Rhode Island Division of Purchases on behalf of the Department of Corrections for the DOC Hair Salon Management and Barbering Education solicitation. The form requires authorized signatories from bidding vendors to certify compliance with Rhode Island General Laws 37-2-13.1(b) regarding conflicts of interest with state officials, officers, or agencies involved in the Request for Proposal. Vendors must attest that neither they nor their parent corporations, subsidiaries, affiliates, or subcontractors have conflicts of interest as defined in Chapter 14 of Title 36, nor have they materially participated in or been consulted regarding the technical requirements, formation, or promulgation of the solicitation. The solicitation opened January 13, 2026, with vendor questions accepted through January 26, 2026, at 2:00 PM EST and proposals due February 11, 2026. The contract period is expected to commence in Spring 2026 for an initial three-year term with potential renewal options for up to two additional 12-month periods contingent upon performance and fund availability.

The attestation clarifies that merely being a current or past state vendor does not constitute a conflict of interest, and formal responses to prior Requests for Information do not disqualify vendors from subsequent RFPs. All proposals must be submitted electronically through Ocean State Procures, and vendors must possess required state licenses, register in the procurement system, and maintain insurance coverage including $1,000,000 general liability per occurrence, $100,000 workers' compensation per accident, and $1,000,000 automobile liability per occurrence. The state will withhold a 0.33% contract administrative fee from all invoices effective January 1, 2026. Small business enterprise participation is required, with vendors mandated to submit proposed utilization rates for minority-owned businesses, women-owned businesses, and disability business enterprises. Pricing will be evaluated on a lowest-cost basis with hourly rates or alternative fee structures submitted as separate cost proposals.

1 A “conflict of interest” occurs when private interests or relationships interfere in any way with the interests of the

State. Simply being a current vendor or a past vendor of the State does not in itself cause a conflict requiring preclusion. Additionally, formal responses to a Request for Information (RFI) issued by the Division of Purchases does not constitute “participation” or “consultation” with respect to a future RFP and does not disqualify a vendor from future participation from a subsequent RFP.
