About this file

This document is a Summary Report for a Limited Hazardous Materials Assessment conducted at the National Guard Armory in Marquette, Michigan. The assessment was performed by TriMedia Environmental & Engineering Services, Inc. on behalf of OHM Advisors in preparation for planned renovation activities at the armory. The assessment identified the presence of asbestos-containing materials, including thermal system insulation, floor tiles, and mastics, as well as lead-containing paint in various locations throughout the building. Estimated quantities of asbestos-containing materials range from 130 square feet to 1,500 linear feet. This information is intended to assist OHM Advisors in identifying hazardous materials that will need to be properly abated prior to the renovation project.

The report also notes that if vermiculite is found during the renovations, it must be treated as an assumed asbestos-containing material and managed in accordance with EPA and OSHA regulations. Additionally, any lead-containing paint must be properly addressed during demolition and disposal activities in accordance with MIOSHA requirements. This assessment does not constitute a waste characterization, and a separate waste characterization will be required prior to landfill disposal of any demolished building materials.

Re: Summary Report – Limited Hazardous Materials Assessment at the National Guard Armory in

Marquette, Michigan TriMedia Project Number 2022-1270

Dear Ms. Williams:

TriMedia Environmental & Engineering Services, Inc. (TriMedia) has prepared this correspondence to summarize results of the limited Hazardous Materials Assessment (HMA) at the Marquette Armory.

The HMA was limited to the interior of the building as planned renovations are not set to impact exterior building materials. The intent of this information and data is to assist OHM Advisors in identifying hazardous materials related to proposed renovation activities. This correspondence also includes a summary of analytical laboratory results.

TriMedia was on-site on May 23, 2022 to conduct sampling to identify the presence of Asbestos- Containing Materials (ACM), metals-containing paint, and other hazardous materials within the identified building. The assessment is intended to identify building contaminants that, if mismanaged during renovation activities, could pose an environmental or health and safety concern. During the assessment, TriMedia identified suspect asbestos and lead-containing building materials.

ASBESTOS SURVEY

TriMedia collected a total of 23 interior samples (29 including sample layers) of suspect asbestos-containing materials to be submitted for laboratory analysis. Each suspect asbestos-containing material sampled was containerized in a laboratory-supplied sealable bag; labeled with a material description, sample location, and a unique sample number; and, shipped under chain of custody to EMSL Analytical, Inc., (EMSL) in Indianapolis, Indiana for analysis under EPA Method 600/R-93/116 utilizing polarized light microscopy techniques.

ASBESTOS RESULTS

Asbestos was detected at concentrations above the regulatory limit for asbestos-containing material in the following sampled materials:

Complete analytical laboratory results have been enclosed for your records. Sampled materials, locations, and analytical results have been summarized in Table 1: Materials Sampled and Found to Not Contain Asbestos and Table 2: Materials Sampled and Found to Contain Asbestos.

Concrete Masonry Unit (CMU block) construction may contain vermiculite as insulating material.

TriMedia did not identify any vermiculite during the inspection. If vermiculite is found during renovations activities, it must be treated as an assumed ACM Per EGLE regulation. Vermiculite, as an assumed ACM by EGLE must be managed in accordance with provisions stipulated in Environmental Protection Agency (EPA) National Emissions Standards for Hazardous Air Pollutants (NESHAP) 40 CFR Part 61, Subpart M; and AHERA regulations promulgated in 40 CFR Part 763, Subpart E. In addition, OSHA and MIOSHA regulations regarding materials containing <1% asbestos may be applicable to vermiculite.

Roofing and exterior building materials were not sampled as part of the assessment. If renovation plans change and the exterior or roof will be impacted as part of the renovations, they must be sampled or treated as ACM.

METALS CONTAINING PAINT SURVEY

TriMedia collected 8 paint samples throughout the facility and included all layers of paint to the substrate. Samples were collected in laboratory supplied packages, given a unique sample identification number, and shipped under appropriate chain of custody to EMSL Analytical, Inc., (EMSL) in Indianapolis, Indiana. Paint samples were analyzed for lead content through EPA Method SW 846 7000B Flame Atomic Absorption Spectrophotometry.

METALS CONTAINING PAINT RESULTS

Analytical results detected the presence of lead in 3 paint samples ranging from 0.034% to 0.11%.

A summary of sampled materials and locations are provided in Table 3: Metals Containing Paint.

Complete analytical laboratory results of paint samples collected for lead have been enclosed for your records.

OTHER HAZARDOUS MATERIALS

Fluorescent Light bulbs: Approximately 480 fluorescent light bulbs and 40 halogen bulbs were identified in the building. Fluorescent light bulbs typically contain mercury and other trace hazardous materials. If lights are impacted/removed during the renovation activities, unbroken fluorescent light bulbs may be collected and disposed as universal waste.

Light Ballasts: Approximately 120 fluorescent light fixtures/ballasts and 40 halogen light ballasts were identified within the building. Light ballasts manufactured prior to January 1, 1979 may utilize oils containing PCBs. Light ballasts manufactured after January 1, 1979 are generally labelled as “non-PCB”. While TriMedia did not catalog each light fixture for non-PCB markings, all light ballasts that are not clearly marked as “Non-PCB” are must be assumed to contain PCBs and should be disposed of as PCB waste. Non-PCB light ballasts must be disposed of as electronics waste.

Smoke Detectors and Exit Signs and Thermostats: TriMedia identified 0 smoke detectors and 8 exit signs that potentially contain special waste (low activity radioactive material). Eight (8) thermostats which potentially contain mercury were observed throughout the building.

SUMMARY OF FINDINGS AND RECOMMENDATIONS

▪ TriMedia did not sample exterior building materials as part of this assessment.

▪ Asbestos was detected at regulated levels (> 1%) in the 14 of the 23 samples taken in the Marquette Armory. If planned renovations impact ACM they must be removed by a licensed asbestos abatement contractor prior to renovation.

▪ The presence of lead was detected in 3 paint samples.

▪ TriMedia estimates the presence of approximately 4,380 – 5,480 linear feet of asbestos containing thermal systems insulation in the Marquette Armory.

▪ TriMedia identified approximately 1,200 SF of 9x9 ACM floor tile found in classrooms 125 & 126.

▪ TriMedia identified approximately 2,500 SF of ACM floor mastic in classrooms 125 & 126 and the main corridor in the entrance of the Armory.

▪ Applicable state, federal and industry regulations for worker and environmental protection must be met when impacting metal-containing paint during building remodeling or demolition.

Specifically, MIOSHA Part 603 – Lead Exposure in Construction.

▪ Information regarding painted surfaces may be provided to contractors who may potentially impact the materials and to other entities who may take possession of the materials. Applicable state, federal and industry regulations for worker and environmental protection must be met when impacting metal-containing paint during building demolition. The State of Michigan has not established a numerical threshold defining “lead-containing paint”. All paint with detection of lead is considered “lead-containing” and there is no provision for recycling usage of concrete products coated with lead-containing paint. Metal bearing lead-containing paint may be recycled. All other materials coated with lead-containing paint, including CMU block, must be deposited in a landfill.

▪ This assessment does not constitute a waste characterization for disposal of demolished building materials. A waste characterization will need to be coordinated with the selected contractor prior to securing landfill disposal acceptance.

▪ All light fixture ballasts, bulbs, thermostats, and exit signs that are impacted by the building renovation should be removed prior to commencement of the renovation and recycled or properly disposed.

TriMedia made every reasonable attempt to access all areas of the building that are planned to be impacted by renovations. However, as with all hazardous material assessments, there exists the potential for discovering additional suspect materials not addressed by this report during renovation activities. In the event suspect materials are identified during on-site activities, they must be sampled before being disturbed or treated as ACM.

TriMedia can assist OHM with project planning, specification development, contractor selection, abatement oversight and air monitoring related to the renovation project. We look forward to the opportunity to assist as the project progresses.

It is hoped this Summary Report meets your needs and expectations. Should you have any questions regarding this correspondence, or the project in general, please do not hesitate to contact the undersigned at (906) 228-5125 or via email at tsorensen@trimedia.com. On behalf of the professional staff at TriMedia, thank you for the opportunity to be of continued service to OHM Advisors.

EMSL maintains liability limited to cost of analysis . Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations . The report reflects the samples as received.

Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non- friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis . Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
