About this file
The document is a summary of updates to the Request for Responses (RFR) for the COVID-19 Strategic Testing Expansion Program (STEP) issued by the Executive Office of Health and Human Services (EOHHS) in Massachusetts. The key updates include guaranteeing a minimum 30-day operation for each authorized testing site, allowing contractors to refuse assigned sites, prioritizing responses submitted by earlier deadlines, removing the statewide service requirement, allowing bidders to propose a minimum monthly payment, and updating the model contract and cost response forms accordingly. The initial term of any contract is until December 31, 2020, with possible extensions of up to 18 additional months.
The updated RFR also allows bidders to submit an authorized site minimum monthly payment, and revises the definitions of authorized site minimum monthly payment and testing overhead payment in the model contract. The RFR is open to eligible bidders on a rolling basis, and applications will be considered as they are received.
