About this file

This document is a PowerPoint presentation for a Bidders Conference on the Strategic Testing Expansion Program (STEP) Request for Responses (RFR) issued by the Executive Office of Health and Human Services (EOHHS) for the Commonwealth of Massachusetts.

The STEP RFR seeks proposals for mobile and site-based COVID-19 testing services to expand testing capacity across the state. The goals are to increase access to testing, ensure geographic coverage, supplement existing testing, and develop statewide testing capacity of 45,000 tests per day by August 1, 2020 and 75,000 tests per day by January 1, 2021. Bids will be accepted on a rolling basis, with prioritized review for bids submitted by July 14, 2020. The initial contract term is through December 31, 2020, with the possibility of extensions up to 18 additional months.

Overview of the Strategic Testing Expansion Program (STEP) As the Commonwealth begins to ease its community mitigation policies and reopens the economy, it is imperative that viral transmission of COVID-19 remains under control.

Expanding testing capacity across the state will serve as an essential component of the Commonwealth’s long-term COVID-19 response.

The Strategic Testing Expansion Program (STEP) will serve as a critical method for expanding the Commonwealth’s response to COVID-19.

Goals of STEP:

Increase access to testing across Massachusetts Ensure all geographic regions have reasonable access to testing services Supplement testing by traditional testing providers React quickly to the testing needs of the cities and towns of Massachusetts Develop statewide capacity for tests 45,000 tests per day by August 1, 2020 75,000 tests per day by January 1, 2021 The Commonwealth is seeking proposals for both mobile testing and new site-based testing. Contractors will be deployed to specific localities as directed by EOHHS – this procurement does not apply to traditional testing providers’ existing sites.

Frequently asked questions Does EOHHS have a preferred type of sample collection method that it wants contractors to perform (e.g. Nasopharyngeal, Anterior Nasal, Oral Swab, Saliva) or are all sample collection methods equally acceptable?

Is there an anticipated distribution of need across mobile collection vs. drive-up sites vs. walk-up sites vs. mixed sites?

Are there any specific communities/geographies that EOHHS will prioritize for expansion of access to COVID-19 testing?

Will EOHHS guarantee an approximate volume for new sites that are stood up so that operations and supplies can be forecasted accordingly?

Will there be a minimum operating period once a collection site is opened so that the operator can recoup start-up costs for a new collection site?

How will reimbursement for the uninsured work?

How will reimbursement from payors to labs that are not in-network function?

Will commercial pricing information be published publicly or will it remain confidential with EOHHS?

Is there a way for a laboratory to bid on just the testing portion of the project?

Is the Testing Overhead Payment paid in addition to what Contractors bill to insurers?
