About this file

This document is a Bundling Determination and Findings for a federal Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Department of Veterans Affairs (VA) Technology Acquisition Center proposes establishing a national IDIQ contract for the TrackCore Implant Tracking Solution to be awarded on a sole-source basis to PAR Excellence Systems, Inc., the original equipment manufacturer (OEM). The determination concludes that bundling this procurement under a single enterprise-wide vehicle is necessary, justified, and in the best interest of the Government pursuant to Revolutionary FAR Overhaul (RFO) 7.103-1.

The requirement involves providing a comprehensive solution to efficiently and accurately track all biological and non-biological implantable items across all 146 VA Medical Centers (VAMCs) and affiliated Community Based Outpatient Centers. The solution must include hardware, peripheral devices, software licensing, training, supplies, and services covering project management, account management, warranty support, labor, materials, transportation, equipment design, configuration, and training in compliance with federal, state, and local regulations. The system must interface with the Federal Electronic Health Record (FEHR) system to auto-populate patient records with implant specifications in accordance with Veterans Health Administration Directive 1081.02. The procurement encompasses 89 facilities currently operating TrackCore under existing contracts and 57 facilities that will be newly deployed as part of VA's Electronic Health Record Modernization (EHRM) initiative. The total estimated IDIQ ceiling is undisclosed, covering a 5-year ordering period consisting of a base year plus four 12-month option periods. Applicable Product and Service Codes include PSC 6515 (medical and surgical instruments, equipment, and supplies at 74.97% of total value), PSC J065 (maintenance and repair at 21.56%), PSC 4110 (refrigeration equipment at 2.70%), and PSC U009 (education/training at 0.77%).
