About this file

This is a Costs and Payments submittal form for the City of Phoenix Parks and Recreation Department's Event Equipment Rental Services solicitation (PKS-IFB-26-0175), a five-year contract commencing April 1, 2026. The solicitation encompasses 150 line items across multiple equipment categories including seating, tables, tents, canopies, staging, audio-visual equipment, lighting, power distribution, crowd control accessories, and climate control equipment. Vendors must guarantee delivery within two working days for non-emergency purchases and within four hours for emergency services without additional delivery fees. Key dates include a non-mandatory pre-offer conference on January 6, 2026, at 11:00 AM, a written inquiry deadline of January 9, 2026, and offer submissions due January 26, 2026, at 2:00 PM. The contract will be awarded to the lowest responsive and responsible bidder, with pricing firm and fixed for the initial one-year period and annual price increase requests permitted thereafter upon written documentation.

Vendors must select one of two payment options: either a prompt payment discount of a specified percentage for payment within 30 days or 0% discount with net 45 days payment terms, effective after invoice receipt or product acceptance whichever is later; or immediate payment upon invoice approval through enrollment in the City's Single Use Account (SUA) Program administered by the City's servicing bank, with vendors responsible for any merchant bank transaction costs. If no payment option is selected, the default is 0% net 45 days. Contractors must maintain comprehensive insurance coverage including $2,000,000 in General Liability, $1,000,000 in Automobile Liability, and statutory Workers' Compensation limits. Liquidated damages of $2,000 per calendar day apply for delays in equipment setup, takedown, breakdown, and cleanup. The solicitation includes provisions for potential Disadvantaged Business Enterprise participation, and contractors must comply with nondiscrimination requirements under federal statutes including Title VI of the Civil Rights Act and the Americans with Disabilities Act.

COSTS AND PAYMENTS

(please complete and return with the submittal)

PAYMENT TERMS & OPTIONS: Vendors must choose an option, if a box is not checked, the

City will default to 0% - net 45 days:

____ Contractor offers a prompt payment discount of either ______% - 30 days or 0% – 45 days - to apply after receipt of invoice or final acceptance of the products (invoice approval), whichever date is later, starts the 30 days. If no prompt payment discount is offered, the default is 0%, net 45 days; effective after receipt of invoice or final acceptance of the products, whichever is later. Payment terms offering a discount will not be considered in the price evaluation of your offer.

____ Contractor may be paid immediately upon invoice approval, if enrollment is made to the

Single Use Account (SUA) Program, administered by the City’s servicing bank (“Bank”). By checking this box, the vendor accepts transaction costs charged by their merchant bank and agrees not to transfer to the City those extra charges. The City will not pay an increase in our services for the SUA charges; if an audit uncovers an upcharge for the SUA charges the vendor will owe the City all costs. The vendor may opt-out of the SUA program once, but then may not rejoin during the same contract term. For more information about the SUA program or to enroll, send email to mailbox.sua@phoenix.gov.
