About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to a procurement for two (2) Hali-Brite Lighted LED X Runway Closure Markers with Covers to be delivered to Albert Whitted Airport. The form requires proposers to demonstrate their intent and efforts to engage small businesses, women-owned businesses, veteran-owned businesses, and minority-owned businesses located in the Tampa Bay Region. Proposers must describe their outreach, education, mentorship, and process improvement initiatives designed to reduce barriers to participation by these underrepresented business categories.

The subcontractor utilization goals are voluntary, and proposers are not required to meet any minimum participation thresholds or face non-responsiveness determinations if they report zero participation from small, veteran, minority, or women business enterprises. However, the City encourages active engagement with these business categories. Proposers must complete a matrix identifying the anticipated percentage of contract amount and specific subcontractors for each category: Small Business Enterprise (SBE), Women Business Enterprise (WBE), Veteran Owned Business, and Minority Business Enterprise (MBE). There are no mandatory set-asides or minimum participation requirements as conditions for contract award.
