About this file
This is a Subcontractor Summary Worksheet instruction document provided by the City of St. Petersburg for use in competitive bidding processes. The worksheet is mandatory for all bids submitted to the City and establishes the framework for identifying and managing subcontractors on awarded projects. The document outlines that up to 80 percent of contract work may be subcontracted for shelter projects, and bidders must provide complete information for each intended subcontractor, including legal name, business address, contact information, trade classifications, and subcontract amounts. Subcontractors may not be changed or substituted after project award and the pre-construction meeting without documented justification, including circumstances such as failure to execute a contract, lack of appropriate licensing, bankruptcy, ineligibility, poor work performance, or substantial project delays.
The worksheet requires bidders to identify whether subcontractors are Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) contractors and to specify whether subcontractors are first or second tier. If SBE subcontractors are used to meet percentage requirements and subsequently replaced, they must be replaced with another SBE subcontractor unless the prime contractor demonstrates SBE requirements are satisfied through alternative means. Requests for subcontractor changes after award must be submitted in writing to the City's Procurement & Supply Management office, specifically to the Contracts Compliance Manager. The worksheet includes a legend identifying seven specific reasons for allowable subcontractor deletion, ranging from contractual non-compliance to unsatisfactory work performance or project disruption. This instruction document was last revised in January 2020.
