About this file

This is a Subcontractor Utilization Plan form (Form C) for the City of St. Petersburg, Florida, related to a manhole inspection camera system procurement for the Water Resources Department. The City seeks qualified vendors to supply a manhole inspection unit capable of performing high-quality visual inspection and data collection of the municipal collection system's 19,406 manholes. The system must enable non-entry inspections to assess structural condition, identify inflow and infiltration issues, and detect defects such as cracks, corrosion, and root intrusion in sewer and stormwater systems in compliance with industry standards and regulatory requirements from the Florida Department of Environmental Protection and Environmental Protection Agency.

The Subcontractor Utilization Plan requires proposers to demonstrate their intent to engage small business enterprises (SBE), women business enterprises (WBE), veteran-owned businesses, and minority business enterprises (MBE) in the Tampa Bay Region. Proposers must describe their outreach efforts, engagement strategies, and any process changes designed to reduce barriers to participation by these business categories. Participation by small, veteran, minority, and women-owned business enterprises is voluntary with no minimum participation requirement mandated as a condition for contract award. Proposers will not be deemed non-responsive if their plan indicates zero participation from these business categories, though the City encourages proactive engagement with diverse business enterprises. Proposers must specify the anticipated percentage of contract amount allocated to each subcontractor category and list all anticipated subcontractors accordingly.
